Rhode Island Regulators Approve 400 Megawatt Revolution Wind Power Purchase Agreement

May 31, 2019 — On Tuesday, Rhode Island regulators approved a 20-year Power Purchase Agreement (PPA) with DWW REV I, LLC — a joint venture between Ørsted US Offshore Wind and Eversource — for the power generated from the 400 megawatt (MW) Revolution Wind offshore wind project.

The Rhode Island Public Utilities Commission unanimously approved the long-term PPA contract between Danish offshore wind giant Ørsted and US-based energy company Eversource with National Grid, the natural gas and electricity provider for New York, Rhode Island, and Massachusetts. The approved PPA is for 400 MW generated by from 704 MW Revolution Wind offshore wind project — which will deliver 400 MW to Rhode Island and 304 MW to Connecticut.

Revolution Wind is expected to begin local construction work as early as 2020, with offshore installation beginning in 2022 and completion and operation expected for some time in 2023. Upon completion, Revolution Wind would be Rhode Island’s second offshore wind farm — after the 30 MW Block Island Wind Farm was completed and began generating electricity in December of 2016 — and would generate enough power to supply the equivalent of more than 270,000 homes.

VIRGINIA: At long last, Dominion decides it’s game on for offshore wind

May 31, 2019 — When utility regulators gave Dominion Energy Virginia the go-ahead to build two offshore wind turbines last November, it was still unclear whether the pilot project might be the end as well as the beginning of offshore wind in Virginia.

Now, however, Dominion seems to have decided it’s game on. Although the company hasn’t issued any public statements about its intentions, its presentation to investors in March included $880 million in spending on offshore wind through 2023, over and above the cost of the pilot project.

This came as a surprise to everyone, including Virginia regulators at the State Corporation Commission. Commissioners were not pleased that Wall Street heard the utility’s plans before they did. Dominion’s 2018 Integrated Resource Plan did not propose building a full-sized offshore wind farm any time in the next 15 years.

Nor had the 2016 and 2017 IRPs, even though the company has been sitting on a lease for an area of ocean that could provide at least 2,000 megawatts of offshore wind power, enough for 500,000 homes.

At a hearing on the IRP this month, the company promised regulators it would submit detailed information in its future filings, and confirmed that it currently has its sights set on 2024 for the first commercial wind farm.

For now, however, Dominion remains focused on getting the two test turbines up and running in a state-held lease area 24 miles out to sea from Virginia Beach. If all goes according to plan, the Coastal Virginia Offshore Wind project will be up and running by late summer 2020.

The two, 6-MW turbines will contribute only enough electricity to the grid for about 3,000 homes, but they will be the first turbines in federal waters anywhere in the U.S.  (The nation’s first wind farm, off Block Island in Rhode Island, is closer to shore in state waters.)

With that finish line in sight, state officials, developers, business people and offshore wind researchers were at Old Dominion University in Norfolk Tuesday night to share their vision of how Virginia will leverage its baby steps into a multi-billion-dollar industry that could “reinvent” Hampton Roads.

The town hall forum, organized by the Sierra Club, emphasized the workforce, supply chain and port opportunities if Virginia succeeds in becoming a commercial hub for offshore wind farms all along the East Coast. Gov. Ralph Northam’s administration hopes to find success with this plan even if Virginia lags other states in building wind farms.

Offshore Wind’s Next Steps: 6 to Watch For

May 29, 2019 — Things certainly aren’t dull in the world of offshore wind these days. Between new legislation to kick-start offshore wind markets, new bids to meet states’ demand for projects, and new markets getting set to open up, momentum just keeps building. Here are six near-term things I’m watching for.

1. New York’s first 800 megawatts

The journey of 9,000 megawatts, it might be said, starts with the first 800. Thanks to Governor Andrew Cuomo, the Empire State has the most ambitious target in the nation, and is working to live into that goal. That included issuing a request for proposals (RFP) for the first 800 or so megawatts late last year, with bids due in February.

Developers responded in a big way, with four proposing a total of 18 projects. Any one of those developers would bring some serious overseas experience to bear on the US market.

Decisions about which project or projects to go forward with could come out as early as this week, so I’m definitely watching for those.

The Military is Locked in a Power Struggle With Wind Farms

May 29, 2019 — When Lieutenant Colonel Joseph Goana takes off in his T-38 Talon training jet, he flies a loop north toward the Red River, which forms a meandering border between north Texas and southern Oklahoma. For decades, the remote farming area has been an ideal training ground for Air Force pilots like Goana. But in recent years, he says, there’s been a new obstacle: wind turbines that now generate a third of Oklahoma’s electricity and 17 percent of the power in Texas.

“We need the space above the ground unimpeded so we can fly low to the ground,” says Goana, commander of the 80th Training Wing at Sheppard Air Force Base. “Sort of like driver’s ed.”

A year ago, military leaders at Sheppard joined state officials to beat back a proposed wind farm in nearby Oklahoma. But base officials now worry about more proposed wind farms that keep cropping up. They say they have been forced to close three of 12 low-flying training routes in the past decade because of “wind farm encroachment.”

“One or two is OK, we will move over,” Goana says about shifting Sheppard’s training routes, which also have to avoid cell towers and radio masts. “But now it’s almost completely clogged.”

Similar disputes between some military officials and wind farm developers are underway in North Carolina, Tennessee, and upstate New York. In California, the Navy wants to declare the Pacific Ocean from Big Sur to the Mexican border off limits to proposed offshore wind farms, because they would conflict with “the requirements of Navy and Marine Corps missions conducted in the air, on the surface, and below the surface of these waters.”

Electric companies seek proposals for round of wind energy

May 28, 2019 — The three electric distribution companies in Massachusetts have together issued a request for a second round of offshore wind energy, as the winner of the first round — Vineyard Wind — looks to start its project later this year.

Eversource, National Grid and Unitil issued the request for proposals May 23. Initial, confidential responses from offshore wind developers are expected by Aug. 9. The utility companies are seeking contracts running from 15 to 20 years for at least 400 megawatts of offshore wind energy. Proposals from 200 megawatts up to 800 megawatts may be submitted.

Among the restrictions, the offshore wind developer must provide electricity from an offshore wind energy project located on the outer continental shelf and where no turbine is located within 10 miles of a inhabited area. Additionally, the wind farm must operate in a designated wind energy area where the developer received an initial federal lease on a competitive basis after Jan. 1, 2012.

All four offshore wind development companies that have leases for federal land south of the Islands — Vineyard Wind, Bay State Wind, Mayflower Wind Energy,and Equinor Wind US — had weighed in on preparations for the second round of bidding.

New York’s Prized Sea Scallop Faces Off Against Offshore Wind

May 23, 2019 — Developers pushing to install massive wind turbines in the waters off New York and New Jersey have run into a delicate yet mighty foe: the Atlantic sea scallop.

Prized for their sweet and tender meat, scallops are abundant off Long Island and the Jersey Shore. That happens to be where the Trump administration wants to auction leases for offshore wind farms for what’s envisioned to be a $70 billion U.S. industry.

Efforts by fishermen to block the projects could have sweeping implications for both seafood lovers and the push to bring clean energy to the most densely populated corner of America. The area in the Atlantic, which could fit enough windmills to power all of New York City, is home to some of the world’s richest scallop beds. And erecting turbines nearly as tall as the Chrysler Building could make mollusks much harder to harvest.

“It’s an insane amount of ocean to occupy, and it will leave a trail of destruction,” said Bonnie Brady, executive director of the Long Island Commercial Fishing Association.

Vineyard Wind seeks help in protecting right whales

May 23, 2019 — The company preparing to build an 84-turbine wind farm off Martha’s Vineyard has put out a call  to universities, technology companies and other innovators that could help implement a system to detect the presence of endangered North Atlantic right whales during construction.

Vineyard Wind said it is seeking a firm or institution that can “provide and operationalize enhanced acoustic monitoring systems that will detect the presence of Right Whales, and transmit information in real-time to project staff so that enhanced protections can be effectively implemented.”

Protection would include vessel speed restrictions, Vineyard Wind said.

Utility companies and the state tapped Vineyard Wind to construct an 800-megawatt wind farm 15 miles south of Martha’s Vineyard and 34 miles from the mainland to fulfill the first half of a 1,600-megawatt procurement called for in a 2016 clean energy law.

The company has already entered an agreement with a number of organizations to protect the whales.

We wanted to let you know that Vineyard Wind will begin geological surveys on or about May 22. The estimated duration is approximately 77 days, ending on August 7, 2019. Surveys will take place in Vineyard Wind Lease Areas 501 and 522. Please see the full notice to fishermen and mariners here.

We encourage fishermen who may be working in the survey area to contact the fishery liaison.

This survey will gather data on seabed and subfloor conditions that will assist in identifying potential locations for future siting of offshore wind turbines and refine inter-array cable routes between each turbine.

Vineyard Wind is committed to communicating and working with the local fishermen in the region during all stages of development of the proposed offshore farm.

Ørsted US Offshore Wind announces partnership with Rutgers University

May 17, 2019 — Ørsted U.S. Offshore Wind will support academic research activities related to offshore wind at Rutgers University under a Memorandum of Understanding (MOU) signed Thursday.

Ørsted will make an initial contribution to Rutgers, followed by additional funding contingent upon being granted an OREC application by the New Jersey Board of Public Utilities.

Ørsted submitted an application for its Ocean Wind project to the NJBPU in December 2018 to develop the first offshore wind farm in New Jersey. The announcement for the award is expected from the NJBPU in summer 2019.

“Rutgers University is a premier institution that can provide us with ongoing research that will help propel the New Jersey offshore wind industry forward,” Thomas Brostrøm, CEO of Ørsted U.S. Offshore Wind and president of Ørsted North America, said in a statement. “We are very happy to partner with them as we progress with our Ocean Wind project.”

Vineyard Wind: Notice to Mariners and Fishermen

May 16, 2019 — The following was released by Vineyard Wind:

Please be advised that Fugro USA Marine, Inc will perform met-ocean monitoring for the Vineyard Wind project site located at approximately 43 nm from the port of New Bedford and approx. 17nm off the coast of Martha’s Vineyard. The Vineyard Wind Lighted Research Buoy (VWM-01) with a water level recorder will be deployed at the above coordinates on May 16, 2019 and is expected to remain on site though 2019. Fishermen and mariners are requested to note the buoy location and to maintain a safe distance during fishing and marine activities. The buoy is moored using open link chain, with a heavy chain anchor.

The currently deployed buoy and mooring will be removed and a replacement buoy will be deployed nearby at the coordinates below. Download notice here.
