ALASKA: EPA extends comment period on watershed protections that would block Pebble Mine

July 4, 2022 — The Environmental Protection Agency announced last week that it is extending its comment period for proposed restrictions on mining of the Pebble deposit. The comment period was originally set to end in July. Now it will continue for two more months, to Sept. 6.

Representatives with the EPA visited Dillingham and Newhalen earlier this month to hear public testimony on the agency’s proposal to protect waters around the Pebble deposit. It was the first in-person public hearings since the start of the COVID-19 pandemic.

In 2014, when the Obama administration released a proposed determination for protections, more than a million people — including tens of thousands of Alaskans — commented in support of the federal protections for Bristol Bay. In 2019, the Trump administration revoked the proposal.

In May, the EPA used its authority under the Clean Water Act to issue a revised proposal that included analysis from multi-year environmental reviews and Pebble’s mining proposal.

Army Corps accepts appeal from developer of proposed Pebble mine but rejects Alaska’s appeal

March 2, 2021 — The U.S. Army Corps of Engineers has accepted an appeal request from the developer of the proposed Pebble copper and gold mine in Southwest Alaska, keeping alive the company’s hopes that it could one day see the project developed after the Corps denied the project a key permit last year.

The Corps also rejected the state of Alaska’s request for an appeal, prompting a response from Gov. Mike Dunleavy, who said that the rejection sets a precedent that could put other projects on state land at risk.

“This is another example of the federal government imposing a flawed decision that blocks Alaska’s ability to responsibly develop its land and resources,” Dunleavy said in a statement issued Friday.

The Corps’ Alaska District in November, under then-President Donald Trump, denied a permit for the project, calling it “contrary to the public interest.”

Alaska’s US attorney is investigating something about Pebble, but the target is unclear

February 10, 2021 — The parent company of the proposed Pebble Mine said it’s cooperating with a federal grand jury investigation. The company said the case relates to conversations about the mine that were secretly recorded. But who is being investigated, and for what alleged crime, is not clear.

The company, British Columbia-based Northern Dynasty, issued a statement Friday that leaves a lot unanswered. It said the U.S. Attorney’s office in Alaska issued subpoenas to Pebble Limited Partnership and its former CEO, Tom Collier, requiring them to hand over certain documents.

The statement said the investigation appears related to “previously disclosed recordings of private conversations regarding the Pebble Project.”

That seems to describe the so-called Pebble Tapes, undercover recordings produced last year by an environmental group.

Department of Justice serves subpoenas to Pebble mine developer and former chief executive

February 8, 2021 — The U.S. Department of Justice has issued a grand jury subpoena to the developer of the controversial proposed Pebble mine and the company’s former chief executive as part of an investigation involving already-disclosed private conversations about the project, according to a statement from the project’s parent company.

The Pebble Limited Partnership and its former CEO, Tom Collier, have each been served with a subpoena issued by the U.S. Attorney’s Office for the District of Alaska, according to an online statement from Northern Dynasty Minerals, Pebble’s parent company on Friday.

The company and Collier must “produce documents in connection with a grand jury investigation apparently involving previously disclosed recordings of private conversations regarding the Pebble Project,” the statement said.

ALASKA: Environmental group releases more secretly recorded ‘Pebble Tapes’ targeting the executive who remains in charge

October 30, 2020 — An environmental group on Thursday released two additional video recordings of Pebble mine executive Ron Thiessen discussing his political strategy for winning a federal permit for the mine.

The release is a follow-up to the damaging tapes the group released in September that became a flashpoint in Alaska’s U.S. Senate race and led to the downfall of Thiessen’s former colleague from the project, Tom Collier.

The Environmental Investigation Agency said in a written statement that the newly released video recordings, part of the same meetings originally recorded in August and September, highlight Thiessen’s role as head of the project.

The videos also underscore the financial benefit that companies he is involved in will receive if the mine is built, the group said.

Thiessen remains the head of Northern Dynasty Minerals, the Canadian-based parent company of Pebble Limited Partnership that’s seeking to develop the copper and gold prospect in Southwest Alaska. Collier last month resigned from his position as chief executive of Pebble Limited.

ALASKA: Environmental group releases more secretly recorded videos of Pebble Mine executive

October 30, 2020 — Two new secretly recorded videos of Northern Dynasty Minerals CEO Ronald Thiessen discussing the financial aspects of the Pebble Mine project have been revealed by the Environmental Investigation Agency, a Washington D.C.-based advocacy group.

In September, the EIA posted a series of videos it surreptitiously recorded of conversations with Thiessen and Pebble Limited Partnership CEO Tom Collier, which led to Collier’s resignation on 23 September.

With new letter, Alaska GOP Gov. Dunleavy stands alone in Pebble’s defense

October 9, 2020 — Alaska Gov. Mike Dunleavy’s administration continues to assist the company behind the Pebble mining project as it drafts plans to satisfy federal permitting requirements, and the governor this week rejected calls to condemn Pebble and stop his administration’s work on it.

Since the release of the secretly recorded “Pebble tapes” last month, Alaska’s Republican U.S. senators have distanced themselves from the project, which opponents describe as deeply politically unpopular. But Dunleavy, who’s also a Republican, says he has a responsibility to pursue projects like Pebble — if they can be safely built — to help improve the lives of rural Alaska residents.

Pebble’s proposal, he said in an interview, could unlock hundreds of billions of dollars in wealth for the people of Bristol Bay, the region where the mine would be built.

ALASKA: Leaked tapes and loose talk tarnished Pebble’s reputation. Can the proposed mine go on?

October 7, 2020 — The Pebble Limited Partnership is trying to patch its battered image after secretly recorded videos last month caught its two top executives boasting about their influence over Alaska politicians and regulators.

The controversial Pebble mine proposal faces new challenges after Alaska’s U.S. senators, the governor and the U.S. Army Corps of Engineers denounced the statements as false.

But despite the blowback from the videos’ Sept. 21 release, the developer of the copper and gold prospect in Southwest Alaska continues its effort to win a key construction permit from the Corps.

“The idea that Pebble is dead, no matter whose opinion it is, is just not accurate,” said Mark Hamilton, vice president of public affairs at Pebble Limited Partnership. “(Pebble) can go forward and it is going forward as we speak.”

ALASKA: In letter, Gov. Dunleavy makes economic case for Pebble mine while still not expressly supporting it

October 7, 2020 — While stopping short of endorsing the controversial project, Alaska Gov. Mike Dunleavy on Tuesday laid out an economic argument for the Pebble mine and said he would not stand in the way of a rigorous state review of it.

Dunleavy made the case in a letter to two Alaska state lawmakers, House Speaker Bryce Edgmon, I-Dillingham, and House Majority Whip Louise Stutes, R-Kodiak. Stutes and Edgmon had written a letterasking him to withhold support for the project after the release of secretly recorded videos that showed Pebble executives boasting about their influence over the governor’s office.

The governor in his response said he is committed to a careful analysis of the project. But he emphasized the “generational poverty” and the “chronic lack of economic options” in the Bristol Bay region where the mine would be built.

He pointed out that the wild salmon fishery, which he said he won’t put at risk, does not operate year-round, contributing to high unemployment rates in the offseason and poverty levels more than twice the statewide average.

Pebble probe: Cantwell calls on Justice Department to investigate

October 1, 2020 — Sen. Maria Cantwell (D-Wash.) called for a federal investigation of the testimony and documents submitted by Pebble Partnership CEO Tom Collier and other executives in support of the proposed Pebble Mine in Alaska’s Bristol Bay region.

On Tuesday, Sept. 29, Cantwell called for a Justice Department investigation into possible discrepancies between comments made by Collier and Donald Thiessen, president and CEO of Pebble’s parent company Northern Dynasty Minerals, on a series of recorded video calls and how they characterized the project’s scope and plans in legally binding federal documents, as well as in congressional testimony.

The Pebble Tapes, as they are being called, resulted in Collier’s resignation as CEO of the Pebble Partnership.

“The Pebble Tapes make one thing very clear: The Pebble Limited Partnership will stop at nothing to build their disastrous mine, even if it means lying on their permit application, deceiving their investors, or possibly perjuring themselves in front of Congress,” said Cantwell in a statement released on Tuesday. “The Department of Justice should investigate what is disclosed in these disturbing Pebble Tapes.”
