Seafood joins fair trade revolution, a scallop at a time

April 17, 2017 โ€” Fair trade coffee, bananas and โ€ฆ scallops? Yes, very soon.

Fair trade certification status, which is conferred by independent groups to denote environmental sustainability and fair working conditions, has been around for years. But itโ€™s just now on the rise among seafood products in the U.S., where consumer interest in the story behind the fish and shellfish they eat is growing.

Certification of seafood products, including tuna and shrimp, began in 2014, and the volume of imports of such products grew more than 350 percent last year to more than 1.2 million pounds (500,000 kilograms), said Fair Trade USA, a California-based nonprofit group. The first company to offer fair trade seafood harvested from U.S. waters will have scallops on the market this month.

The company, Bristol Seafood of Portland, Maine, is looking to capitalize on the growing interest in authenticity of seafood, said its president, Peter Handy.

โ€œThereโ€™s a certain sanctity to food when it comes to the story about it,โ€ he said. โ€œIt tastes better the more you know.โ€

Independent groups, including Fair Trade USA, provide certifications to a host of products that people buy in stores, ranging from fruit and nuts to home goods. The certification is most commonly associated with coffee, which launched the fair trade movement in the 1990s.

To achieve certification, companies need to submit to an audit and interviews to make sure the food is produced with fair working conditions and environmental stewardship along the supply chain. Packaged products can then bear a โ€œFair Trade Certifiedโ€ seal, which carries a price premium.

Fair Trade USA currently certifies shrimp from Mexico, yellowfin tuna from Indonesia, and skipjack and yellowfin tuna from Maldives. It is the only group currently certifying seafood as fair trade, representatives for the nonprofit said.

Interest in the seafood supply chain has grown since an Associated Press investigation of slave labor conditions in Thailandโ€™s shrimp fishery, said Ashley Apel, senior manager of the seafood program for Fair Trade USA. Even before that, a 2014 study by a pair of economists from the University of Kentucky said more than 80 percent of consumers were at least somewhat influenced by labels that tell the story of seafood.

โ€œIt was the right place and right time to show that the seafood industry needs a fair trade certification,โ€ Apel said.

The standards for achieving the certification for seafood products focus on management of fish stocks and fishing habitat, as well as the wages and working conditions of the fishermen and others in the supply chain. Steps must be taken to eliminate forced labor and human trafficking, and workers must have the freedom to organize. At the same time, there must be documentation of things like proper waste management and protection of ecosystems, Fair Trade USAโ€™s materials state.

Fair Trade USA is one of a handful of major groups involved in certifying food products, with another prominent one other being Germany-based Fairtrade International.

Theyโ€™re banking on chefs and restaurants getting excited about the products. Barton Seaver, a chef and author in Freeport, Maine, said fair trade seafood is too new to be familiar to many restaurateurs but is part of seafoodโ€™s future.

โ€œItโ€™s currently in its infancy, but I think the products they are working with will quickly prove the model, and the value that it can offer,โ€ he said.

MSC achieves GSSI recognition

March 15, 2017 โ€” The Marine Stewardship Council (MSC) has become the first global sustainable seafood certification program to achieve recognition from the Global Sustainable Seafood Initiative (GSSI).

The MSCโ€™s blue check eco-label is used to designate wild-caught seafood as sustainable. The MSC, which was founded in 1997 by the World Wildlife Fund and Unilever, lists its main objectives as promoting best practices in fishing, creating market incentives to reward sustainable fishing practices, and providing a framework and pathway for fishery improvement.

The GSSI, launched in October 2015 with support from numerous companies involved in the global seafood trade, seeks to โ€œprovide clarity of seafood certification worldwide through a multi-component review that is based upon the Code of Conduct for Responsible Fisheries and the FAO Guidelines for seafood certification and eco-labeling.โ€

โ€œRecognition from GSSI reaffirms the rigor and credibility of MSC certification. Anyone committing to purchase MSC certified seafood can be confident that it reflects global best practice in fisheries management,โ€ MSC CEO Rupert Howes said in announcement.

FishWise announces partnership with seafood supplier North Atlantic, Inc. to work on supply chain sustainability and transparency

March 6, 2017 โ€” The following has been released by FishWise:

FishWise announced today a new partnership with Portland, Maine-based frozen seafood supplier North Atlantic, Inc. (NAI) and its Indonesian subsidiary, Bali Seafood International (BSI). This partnership aims to further advance and communicate NAI/BSIโ€™s commitment to sustainable and socially responsible seafood while exploring new opportunities to expand their influence in the industry.

Recognizing the importance of both sustainable fisheries and communities, NAI/BSI and its partners have invested in a new initiative to build infrastructure in the Lesser Sunda region of Indonesia that will integrate numerous fishing support services, including cold chain technologies, fisheries management, and education. Their new fishery community centers are expected to generate improvements in food safety and waste, traceability, and socioeconomic indicators, alongside environmental gains. BSI will pay premiums to fishers operating through the community centers, incentivizing artisanal fishermen to adopt more responsible practices.

NAI and BSI are seeking to share this innovative commercially-sponsored fishery management model with industry and broader sustainability stakeholders given its potential value in linking artisanal fishermen directly to seafood markets and improving livelihoods throughout fishing communities. This work builds on NAIโ€™s engagement in fishery improvement projects and traceability, as well as its long-term partnerships with retailers to direct supply chains and address critical responsible harvesting practices.

How Good Data Keeps America Fishing

February 13, 2017 โ€” There are many ways to have a good day out on the water. The ocean gives us endless opportunities to find joy, exhilaration and happinessโ€”playing on the beach, snorkeling, diving and fishing. Most recreational fishermen I know measure their good days by the number and size of fish theyโ€™ve reeled in. But it turns out those numbers are important for another reason, tooโ€”thatโ€™s critical data that ensures there are plenty of fish left for not just for your next trip but also for your kidsโ€™ and their grandkidsโ€™ trips.

Recreational fishing is a big deal in areas like the Gulf of Mexico and the South Atlantic. That means a lot of folks are out on the water and those coolers of fish start to add up. In 2015, 8.9 million saltwater anglers took 61 million fishing trips in U.S. waters. This industry is responsible for driving $60 billion in sales impacts into coastal communities through purchases like fishing trips and equipment, spending in hotels and restaurants.

With so much riding on the line, itโ€™s important that we manage our fish sustainably, which means having reliable, accurate data of how many fish weโ€™re taking out our ocean each year. That task falls on the Marine Recreational Information Program or MRIP (em-rip). It is housed in the National Oceanic and Atmospheric Administrationโ€™s Fisheries Service (NOAA Fisheries) but works closely with state and local wildlife programs.

Harvesting Sharks Could Be Key to Saving Them

February 7, 2017 โ€” Sharks and their relatives face an existential crisis unprecedented in their 420 million years on the planet. A global trade in products from these animals fuels the capture of tens of millions of individuals a year. Strong demand combined with poor fishery regulation and high levels of incidental catch have resulted in many populations being overfished, with some now facing extinction.

Many activists argue a total ban on shark fishing is the only solution to slow or halt the decline. But a 2016 study found the majority of shark researchers surveyed believe sustainable shark fisheries are possible and preferable to widespread bans. Many reported they knew of real-world examples of sustainable shark fisheries. But a global roundup of empirical data exploring which species are being fished sustainably was lacking.

New research, appearing in the February 6 issue of Current Biology, is filling that gap, and the findings bolster the idea that around the world, some sharks are being fished sustainably. Nicholas Dulvy, a marine conservation biologist at Simon Fraser University in British Columbia, and shark ecologist Colin Simpfendorfer of James Cook University in Australia recently examined global stock assessments of 65 shark populations of 47 species. They found 39 of the populations, representing 33 different species, are fished sustainablyโ€”that is, they are harvested at levels that allow them to remain stable in size and not edge toward extinction. Although these 33 species account for only a small fraction of the worldโ€™s sharks, rays and their kin the chimeras (collectively referred to as sharks), which in total number more than 1,000, they are proof of concept that sustainable shark fishing is possible.

NEW YORKโ€™S OCEAN ACTION PLAN

February 7, 2017 โ€” New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos recently announced the release of the Stateโ€™s final Ocean Action Plan, the first-ever comprehensive 10-year blueprint to guide the protection and conservation of New Yorkโ€™s ocean resources from environmental threats such as ocean acidification due to climate change. The plan was developed with input from a variety of state agencies, as well as ocean-related advocacy and industry organizations.

โ€œNew Yorkโ€™s Ocean Action Plan acknowledges the need to better understand how current and future uses of the ocean may impact the ocean ecosystem,โ€ said DEC Commissioner Basil Seggos. โ€œNew Yorkโ€™s ocean region is a critical resource for 13 million people, nearly 60 percent of the stateโ€™s population, who live along the coast. From carbon sequestration to storm resiliency, a healthy coastal environment is a necessity for coastal communities.โ€

NOAA seeks proposals for up to $8.5 million for coastal resilience projects

June 16, 2016 โ€” The following was released by NOAA:

As part of its national effort to build resilient coastal ecosystems, communities and economies, NOAA is announcing today the availability of up to $8.5 million in funding for coastal and marine habitat restoration in 2016.

NOAA is seeking proposals for habitat restoration projects under the Coastal Ecosystem Resiliency grant program. The proposed projects should reduce the risks to coastal communities from extreme weather events, changing environmental conditions and known or potential climate change effects.

โ€œPeople, businesses and their communities face enormous risks from extreme weather and climate change,โ€ said Pat Montanio, director of the Office of Habitat Conservation for NOAA Fisheries. โ€œThese grants reflect NOAAโ€™s efforts to better understand those risks, and help them to make smart decisions for a rapidly changing planet. The funded projects will use NOAAโ€™s environmental intelligence to reduce communitiesโ€™ vulnerability to environmental threats and preserve coastal and ocean resources for future generations.โ€

In addition to strengthening the resiliency of coastal ecosystems, these projects will support the recovery and conservation of protected resources, and help promote productive fisheries by restoring habitat for marine life to reproduce and develop, which are key NOAA Fisheries missions.

โ€œInvesting in habitat restoration is a win-win for marine life and coastal communities,โ€ said Montanio. โ€œRestoration activities create healthy habitat for protected species and valuable fisheries, while also providing ecosystem services for coastal regions such as barriers against extreme storm surge or sea level rise.โ€

The deadline for applications for the Coastal Ecosystem Resiliency funding opportunity is August 16. NOAA will accept proposals requesting between $100,000 and $2 million. More information can be found online at grants.gov or from NOAAโ€™s Office of Habitat Conservation.

 

The Future of Seafood Security: The Fight Against Illegal Fishing and Seafood Fraud

June 8, 2016 โ€” In December 2006, the U.S. Congress passed a comprehensive reauthorization of the Magnuson-Stevens Fishery Conservation and Management Act, which governs Americaโ€™s fisheries. In the decade since, this law has been lauded around the globe as a model for both ending overfishing and allowing science to drive management of the worldโ€™s last major commercial hunting industry. As a result, regulators are required to set catch limits at the most sustainable levels possible. It has been so effective that the European Union used it as a model for revising its comparable law, the Common Fisheries Policy, in 2014. The upshot of the 2006 Magnuson-Stevens Act reauthorization is that overfishing has effectively been ended in U.S. waters. And yet, despite this fact, Americans are still consuming millions of tons of unsustainably caught seafood every year.

According to the National Oceanic and Atmospheric Administration, or NOAA, more than 90 percent of the seafood consumed in the United States is imported. This means it is harvested, farmed, or processed in nations that, in almost all cases, lack the high standards that the United States has mandated for domestic producers. Making matters more difficult, it is exceedingly hard for buyers who seek sustainable seafood to identify its provenance with any degree of confidence; mislabelingโ€”either accidental or purposefulโ€”is rampant. So the combination in many countries of low enforcement capacity on the water and in processing facilities and substantial short-term economic incentives for unscrupulous fishermen and dealers means that those who would seek to exploit or circumvent national and international standards and regulations have all but unlimited capacity to do so.

Therefore, while American fisheries approach the 10th anniversary of the enactment of some of the worldโ€™s strongest seafood sustainability standards, much work remains in the fight to maintain global fish populations, the industry that relies on them, and, ultimately, the primary source of protein for more than one billion people worldwide. President Barack Obamaโ€™s administration, with assistance from leaders in Congress, has begun to take significant steps toward addressing the two-track problems of combating illegal, unreported, and unregulated fishing activityโ€”also known as IUU fishingโ€”and enhancing the traceability of seafood in order to combat trade in fraudulent fish. NOAA recently ended the public comment period on a new proposed rule that would boost efforts on both fronts, and last fall, the U.S. Senate acted to ratify a treaty requiring countries where fishermen land their productsโ€”known as port statesโ€”to take additional measures to block vessels engaged in illegal fishing activity from entering their harbors.

April 19, 2016 โ€” Sustainability has been a constant concern within the omega-3s industry. While questions remain, the general consensus is that the fisheries that supply most of the worldโ€™s servings of long chain fatty acids are in good condition and are well managed.

WWF and GSSI at Odds over New Sustainability Evaluation Tool

October 28, 2015 โ€” Recently, the Global Seafood Sustainability Initiative (GSSI) released its new seafood sustainability benchmarking tool to evaluate fisheries around the world. Working closely with the Food and Agriculture Organization (FAO), the GSSI developed the tool to better decipher the multitude of sustainability certification schemes that exist (e.g. MSC, Monterey Bay Seafood Watch). However, the World Wildlife Fund (WWF), who had been involved in the GSSI development process, withdrew some support when they issued statements last week criticizing the GSSI of not fully examining certification methods and thus not fully evaluating fisheries and aquaculture. WWF also claims GSSI does not consider social issues (e.g. working conditions, slavery) when evaluating a fishery.

Where is the science in seafood sustainability and certification?

It is about money and values โ€“ science has been largely lost

Seafood sustainability is again in the news as the Global Seafood Sustainability Initiative (GSSI) released its tool for evaluating the sustainability of fisheries. The GSSI tool has drawn immediate criticism from World Wildlife Fund (WWF) as they recently published an article titled, โ€œGSSI compliance does not indicate sustainability certification, WWF warns.โ€ This is an interesting development since WWF is on the board of GSSI. GSSI is intended to provide an agreed standard for the wide range of certification and seafood labeling schemes. As their web site says โ€œGSSI is a global platform and partnership of seafood companies, NGOs, experts, governmental and intergovernmental organizations working towards more sustainable seafood for everyone.โ€ So who is right in this case, does the GSSI benchmarking tool tell you if a fishery is sustainable?

At its core, seafood sustainability is about the ability to produce food from the sea in the long term. Put another way, we can ask โ€˜Are the fishery and its management system operated in such a way that our grandchildren can still enjoy the same production from the fishery (subject to the constraints of external factors such as climate change) as we do today?โ€™

The Food and Agriculture Organization (FAO) of the United Nations, whose charge is food security, has been a big supporter of the development of GSSI. For FAO sustainability is about continued food production. During the 1990s when overfishing in developed countries was at its height, many retailers supported seafood certification because they wanted to have products to sell in the future โ€ฆ again a focus on food sustainability. This interest spawned the development of a number of different ecolabels for seafood, of which the Marine Stewardship Council was one of the first. However, the newly emerging seafood ecolabels created their own criteria for the assessment of sustainability without necessarily using accepted standards such as the FAO criteria as a benchmark (although some clearly did anchor themselves to these criteria). While in many other areas of food production there are clearly defined and standards and compliance monitoring bodies, this was lacking for the fledgling seafood ecolabels. This lack of oversight led to the development of the GSSI from a German Government initiative to have clear benchmarking of ecolabel standards.
