American Rescue Plan Act faces US Senate scrutiny this week

March 2, 2021 โ€” U.S. foodservice industry groups celebrated after the House of Representatives passed the American Rescue Plan Act โ€“ U.S. President Joe Bidenโ€™s proposed USD 1.9 trillion (EUR 1.6 trillion) COVID-19 relief plan โ€“ in the early morning hours of Sunday, 28 February.

The legislation includes a USD 25 billion (EUR 21 billion) restaurant grant program, as well as USD 3.6 billion (EUR 3 billion) to support the food supply chain, including food purchases and loans to small- and mid-sized processors, with a specific mention of seafood processing facilities. The bill also calls for the creation of a USD 15 billion (EUR 13 billion) grant program for small business owners, separate from the existing Paycheck Protection Program.

Biden offers small businesses special PPP application window, assistance

February 22, 2021 โ€” The administration of U.S. President Joe Biden is attempting to steer more Paycheck Protection Program (PPP) funding to Americaโ€™s small businesses.

In a 22 February announcement, the White House said it will open a special 14-day period, beginning Wednesday, 24 February, during which time only businesses with fewer than 20 employees may apply for PPP relief.

MASSACHUSETTS: South Shore fisheries received $2.9 million in federal relief

February 17, 2021 โ€” South Shore fisheries hauled in $2.9 million in federal money designated for the industry last year, about 10 percent of the total received for Massachusetts.

That money went to 126 commercial fishermen, charter boat owners, aquaculture farmers and seafood processors.

The 2020 Coronavirus Aid, Relief, and Economic Security Act, known more commonly as the CARES Act, authorized over $2 trillion in relief to individuals, businesses, hospitals, loan programs and other recipients to help ease the economic impacts of COVID-19.

The Paycheck Protection Program loans, known as PPP loans, were also part of that package, which injected $1.3 billion into the South Shore economy, with forgivable loans to 10,974 companies.

New round of PPP loan funding now available from federal government

January 11, 2021 โ€” The latest round of federal Paycheck Protection Program (PPP) loans became available on Monday, 11 January, 2021, according to the U.S. Small Business Administrationโ€™s website.

The funding became available through the passage of the USD 900 billion (EUR 739.6 billion) COVID-19 relief bill Congress approved last month. Up to USD 284 billion (EUR 233.4 billion) be available to small businesses and other eligible entities through the federal program.

Second COVID-19 relief bill includes money for fisheries

December 31, 2020 โ€” The COVID-19 relief bill signed into law this week includes hundreds of millions of dollars more for the fishing industry.

That legislation appropriates nearly $900 billion for COVID-19 aid and was part of the consolidated measure passed by Congress this month and signed by the president this week.

It will mean another payment of $300 million for fishery assistance nationwide. That mirrors the amount in the first stimulus bill from earlier in the year. Alaska Republican Dan Sullivan says the money will help Alaskans in the industry.

โ€œOf course the Alaska fishing community in my view needs this very significantly, which is why we put it in the CARES Act originally โ€” and this is just a plus up to that exact program,โ€ Sullivan said in a teleconference with reporters before Christmas.

Alaska permit holders and companies could see a total of $50 million from the CARES Act in March, and this new bill will mean additional payments.

Congressโ€™ covid deal includes $300 million more for fishing industry

December 23, 2020 โ€” A second round of aid for the fishing industry is emerged as part of the $900 billion emergency pandemic relief package approved Monday night by Congress.

โ€œWe got another $300 million for fisheries,โ€ said Leigh Habegger, executive director of the Seafood Harvesters of America. The package is similar to the first Coronavirus Aid, Relief and Economic Security (CARES) Act covid-19 emergency aid unveiled in May, although โ€œthe process may look a little bit different than it did in the first round,โ€ she said.

The Paycheck Protection Program is being extended with rule changes to help smaller businesses. One change sought by Sens. Lisa Murkowski and Dan Sullivan, both R-Alaska, will allow the program to cover crew members paid as contractors or 1099 employees, said Habegger.

In addition seafood is also explicitly listed as eligible for purchase by the U.S Department of Agriculture for its domestic food assistance program, allotted $1.5 billion by the emergency legislation. The legislative language specifically notes the money is to purchase โ€œfood and agriculural products, including seafoodโ€ for distribution through public agencies and non-profit, charitable partners such as food banks.

National Fisheries Institute Statement on COVID-19 Recovery and Relief Legislation

December 22, 2020 โ€” The following was released by the National Fisheries Institute:

The House and Senate have passed a bipartisan $900 billion economic relief package to aid the nationโ€™s pandemic recovery.

The final legislation allows forgivable loan funds to be used for covered business expenses that include accounts receivable debt.  NFI has consistently urged Congress to address this issue by classifying accounts receivable debt as a forgivable expense under the Paycheck Protection Program. We are pleased that this new package includes a provision that does just that.

The seafood industry, and the 1.7 million Americans jobs along its value chain, has been saddled with approximately $2.2 billion in outstanding debt since the beginning of the pandemic. The vast majority of that debt is held by small businesses that have struggled to survive.

The relief package illustrates that Members of Congress heard NFIโ€™s message about our membersโ€™ supply chains and acted on the critical need for access to this funding.  This is a win for the seafood community that will provide badly needed relief to restaurants and the seafood processors and distributors that supply them.  NFI applauds Congress for this achievement.

Seafood groups praise passage of COVID-19 relief package

December 22, 2020 โ€” U.S. seafood organizations are praising Congressโ€™s passage of its Omnibus/COVID-19 relief package. The bill has been approved by the U.S. House of Representatives and U.S. Senate and has been sent to President Donald Trump for his signature.

The USD 900 billion (EUR 740 billion) stimulus package includes USD 300 million (EUR 247 million) in additional fisheries assistance and the inclusion of seafood as an eligible use for U.S. Department of Agriculture (USDA) food purchases, along with additional funding for the Paycheck Protection Program (PPP).

Reaction to COVID-19 relief bill mixed as restaurants close doors

December 3, 2020 โ€” Restaurant organizations are reacting both positively and negatively to a new USD 908 billion (EUR 751 billion) COVID-19 relief bill proposed by a group of U.S. legislators.

Due to renewed indoor dining restrictions in several U.S. cities and states, many restaurants are temporarily โ€“ or permanently โ€“ shutting their doors, and many others are struggling to stay afloat. Seafood suppliers, distributors, and wholesalers are, in turn, taking a hit from the widespread closures.
