Pacific stocks hit 40-year low, cuts loom for 2025 season

February 5, 2025 — Halibut fishermen, sport charter operators, and subsistence users will all face lesser takes of the prized fish again this year as the Pacific stock continues to flounder.

That sums up the bleak news at the 101st Session of the IPHC Annual Meeting, which wrapped up on Friday in British Columbia.

“This year’s meeting was decidedly somber and tense as stakeholders grappled with the consequences of the lowest spawning biomass in 40 years,” said Maddie Lightsey of Alaska Boats and Permits in Homer. “There was consensus on the need for substantial cuts, resulting in a coastwide cut to total removals of 15.6 percent and a18 percent cut to the commercial catch limits.

The IPHC annual meeting report says that in terms of coastwide stock distribution, after increases in 2020-2021, the proportion of the stock in Biological Region 3 decreased in 2022-24 to the lowest estimate in the time series. This trend occurred in tandem with increases in Biological Region 2.

WASHINGTON: Washington’s Commercial Dungeness Crab Season Launches, Tri-State Management for West Coast Fisheries

February 5, 2025 — The Washington Department of Fish and Wildlife (WDFW) has officially commenced the state’s coastal commercial Dungeness crab season, following detailed test fishing and data analysis. Commercial fishers cast their pots in the waters stretching from Klipsan Beach on the Long Beach Peninsula down to Cape Falcon in Oregon, as of January 15, 2025. The much-anticipated crabbing also includes the Columbia River and Willapa Bay regions, while the remaining portion of the season, from Klipsan Beach to the U.S.-Canada border and encompassing Grays Harbor, kicks off on February 11, as reported by the WDFW website.

The coordination for the season’s launch is a tri-state affair, with Washington, Oregon, and California fisheries departments working together under an agreement from the 1990s that aims for cooperative management of the Dungeness crab fishery across the West Coast. The agreement outlines potential season openings as early as December 1, with actual dates hinging on the health and condition of the crabs, determined through careful test fishing. Biologists and scientific technicians from WDFW have boarded commercial vessels to collect and measure crabs, ensuring that they achieve a threshold of 23% meat recovery before officially declaring a season opener, which signifies the crabs’ readiness for the market both in terms of quantity and quality.

According to a test fishing trip out of Westport, WDFW coastal shellfish technician Clayton Parson said, “Once you hit that 23% mark, the crabs are improving every day and are ready to be harvested.” This benchmark is crucial considering the Dungeness crab’s economic significance; for instance, the 2023–24 coastal commercial season brought in $66.8 million for the state, as per the WDFW Medium article. Testament to the industry’s value is the record-setting $88.2 million from the 2021–22 season.

OREGON: Oregon issues advisory to crab fleet amid rising whale entanglements

February 5, 2025 — The Oregon Department of Fish and Wildlife issued an advisory to the state’s commercial Dungeness crab fleet, urging caution due to the risk of whale entanglements. The advisory follows a recent incident on January 6, when a humpback whale was reported entangled in crab gear, and comes after a record high of four whale entanglements in Oregon crab gear in 2024.

The department’s guidance, which is voluntary, advises the fleet to “remain vigilant and avoid setting gear in areas where whales are transiting or foraging to minimize risk of entanglement.” However, critics argue that these measures are insufficient.

Ben Enticknap, Oceana campaign director and senior scientist, said, “Advice to remain vigilant and keep tight lines is woefully insufficient to protect threatened and endangered whales from becoming fatally entangled in the Oregon commercial crab fishery.”

Enticknap emphasized the need for a more robust conservation plan, stating, “Oregon fish and wildlife managers must act swiftly and decisively to implement a conservation plan that reduces whale entanglements, not one that maintains the status quo.”

CALIFORNIA: The $50 million question: Can California’s Dungeness crab fishery coexist with whale conservation efforts?

February 4, 2025 — At 11:59 p.m. on Jan. 4, commercial fisherman Barry Day is 10 miles off the coast of Half Moon Bay, watching the clock. One minute to go until the start of Dungeness crab season.

In the pitch black sea, Day’s radiant orange buoys bob with the promise of a payday. In total, he has set out 250 crab traps. Every buoy is attached to a thin rope that stretches 200 feet down to a cylindrical, metal-and-wire pot on the ocean floor. Day spent the previous month readying the pots: inspecting every piece of wire, splicing and joining ropes, repairing rubber wrappings, painting buoys.

Each trap costs around $300 all accounted for — $75,000 of gear now at the bottom of the ocean. Insurance for his boat and two deckhands is another $30,000. Then there’s the cost of slip space at the harbor. Thirty percent of sales goes to his crew. These are the numbers crawling in the back of his mind as the seconds tick by.

L.A. fires wreaked havoc on the land. Scientists are racing to learn what they’ve done to the sea

January 30, 2025 — The Reuben Lasker was about four miles off the coast of Manhattan Beach when ash began to rain upon the sea — first in delicate flurries, then in noxious clouds.

The fisheries research vessel had set sail days earlier for a coastal survey. It was supposed to be a routine voyage, the kind that the California Cooperative Oceanic Fisheries Investigations (CalCOFI) program embarks upon four times a year as part of the world’s longest-running marine ecosystem monitoring effort.

But when the Palisades and Eaton fires broke out, scientists aboard the National Oceanic and Atmospheric Administration ship inadvertently became the first investigators on the scene of a brewing disaster that could upend life underwater.

The smoke that has choked Los Angeles, the debris piled up along decimated streets, the charred and toxic remnants of thousands of destroyed homes, businesses, cars and electronics — nearly all of it, eventually, will come to rest in the ocean.

There is no precedent for how an urban fire of this magnitude could change the ecosystem that countless species, including our own, rely on for food and sustenance.

Researchers assess damage done to marine life by California wildfires

January 27, 2025 — Heavy smoke, ash and debris from Southern California’s raging wildfires blowing and drifting far offshore are creating a toxic threat to marine life, scientists are warning.

Crew members aboard a NOAA research vessel reported conditions ranging from yellow-colored skies as far as 100 miles offshore to impenetrable smoke that required deck workers to don masks and goggles.

NOAA’s Noelle Bowlin, director of the California Cooperative Oceanic Fisheries Investigations (CalCOFI) program, who has been in daily contact with the vessel, said crew members reported “giant pieces of confetti everywhere” on the ocean surface and white-colored plankton nets used for research turning “completely black and coated in tons of soot and ash and burned material.”

Washington state officers cite group for illegal crab harvesting

January 24, 2025 — Wildlife officers from the U.S. state of Washington caught a group illegally harvesting crabs from the Puget Sound, citing them for multiple violations.

According to a Washington Department of Fish and Wildlife (WDFW) social media post, officers spotted a group harvesting crab late in the evening off the pier in the city of Mukilteo, just north of Seattle. The officers followed one of the harvesters as they brought crab back to their vehicle, where an inspection revealed dozens of crabs inside a bag and a cooler.

Seafood companies rally to help fire-affected California communities

January 22, 2025 — As wildfires continue to affect communities around Los Angeles, California, U.S.A., and as new ones have broken out to the south in San Diego, several seafood companies are rallying to help out by donating food and supplies.

Santa Monica Seafood, the largest seafood wholesaler in the area, is donating lobsters to Bracken’s Kitchen, a charitable food organization, so it can provide Lobster Mac & Cheese meals to those in need, according to President and CEO Roger O’Brien.

Hydroelectric dams on Oregon’s Willamette River kill salmon. Congress says it’s time to consider shutting them down

January 16, 2025 — The U.S. Army Corps of Engineers said it could make hydroelectric dams on Oregon’s Willamette River safe for endangered salmon by building gigantic mechanical traps and hauling baby fish downstream in tanker trucks. The Corps started pressing forward over objections from fish advocates and power users who said the plan was costly and untested.

That was until this month, when President Joe Biden signed legislation ordering the Corps to put its plans on hold and consider a simpler solution: Stop using the dams for electricity.

The new law, finalized on Jan. 4, follows reporting from Oregon Public Broadcasting and ProPublica in 2023 that underscored risks and costs associated with the Corps’ plan. The agency is projected to lose $700 million over 30 years generating hydropower, and a scientific review found that the type of fixes the Corps is proposing would not stop the extinction of threatened salmon.

The mandate says the Corps needs to shelve designs for its fish collectors — essentially massive floating vacuums expected to cost $170 million to $450 million each — until it finishes studying what the river system would look like without hydropower. The Corps must then include that scenario in its long-term designs for the river.
