On the Water: A Look at Life as an Observer October 13, 2021

October 18, 2021 — Keenan Carpenter has always loved being on the water. Growing up in Florida, he dreamed of a pro fishing career. Today, you can often find him casting his rod from the beach or on a kayak in his spare time. But as he moved through his studies in marine sciences at Jacksonville University, he found another way to channel his affinity for fishing and his background in sciences—as an observer for NOAA Fisheries.

“I watch what gets taken out of the ocean to ensure there’s more to get taken out later,” Carpenter says of his work. As one of about 850 observers contracted by NOAA Fisheries, Carpenter acts as the agency’s eyes and ears on the water. Observers collect data from commercial fishing vessels on what’s caught and what’s discarded, and track interactions with seabirds, sea turtles, and marine mammals. The data are critical “puzzle pieces of the whole picture,” as Carpenter says, underpinning the decisions made for sustainable fisheries management.

Notice of Alaska Observer Requirements for the Partial Coverage Fleet Effective September 1, 2021

August 31, 2021 — The following was released by NOAA Fisheries:

Observers are an essential component of commercial fishing operations and provide critical information that is necessary to keep fisheries open and to provide sustainable seafood to our nation. In response to widely available vaccines, increased transportation availability, and the removal of health and travel mandates in most communities, NOAA Fisheries has identified that most ports in Alaska have current travel and lodging conditions that allow observers to meet and maintain applicable health and travel advisories for deployment into the commercial fisheries.

NOAA fisheries will be expanding the deployment of observers to all ports throughout Alaska on September 1, 2021 to meet monitoring objectives for vessels in the Partial Coverage Category of the North Pacific groundfish and Pacific halibut fisheries. This change is consistent with the June 29, 2021 updated NOAA Fisheries observer waiver policy which states that vessels are no longer eligible for release from observer coverage under the Emergency Rule if a fully vaccinated or quarantined/shelter-in-place observer is available.

To the extent possible, NOAA Fisheries will deploy observers to achieve coverage levels identified in the 2021 Annual Deployment Plan for the remainder of the year, which are designed to meet the monitoring objectives established by the North Pacific Fishery Management Council and NOAA Fisheries.

Consistent with existing regulatory authority at 50 CFR 679.51(a)(1), NOAA fisheries may release trips from observer coverage on a case-by-case basis for vessels in the Partial Coverage Category. NOAA will use this authority when no observers are available for deployment. We will continue to work with the contracted observer service provider, AIS, Inc., to implement adjustments to the logistics of deploying observers, ensuring that qualified observers are available as soon as safely possible.

NOAA Fisheries may modify the list of ports with available observers in the future in response to transportation availability and/or changes in health and travel advisories. Any revisions to the deployment of observers due to changes in health and travel advisories will be published through an Alaska Region Information Bulletin.

NOAA Fisheries is committed to protecting the public’s health and ensuring the safety of fishermen, observers, and the communities in which they work, while fulfilling our mission to maintain our nation’s seafood supply and conserving marine life. We will continue to monitor all local public health notifications, as well as the Centers for Disease Control and Prevention (CDC) for updates.

Planet Tracker analyst calls for increased observer coverage on distant-water fleet

August 25, 2021 — If one percent of global fisheries subsidies were redirected to onboard monitoring, the proportion of wild-catch fishing monitored by observers could create a meaningful impact in reducing illegal fishing and bycatch, according to Planet Tracker Financial Analyst Francois Mosnier.

Mosnier, a financial analyst covering seafood companies at the financial think tank, said he believes an additional USD 222 million (EUR 190.2 million) is needed to expand observer coverage to 20 percent across all regional fishery management organizations, which cover the cost of observers through a levy on fisheries. Currently, observers cover just 2 percent of all catches recorded by RFMOs.

Northeast US fisheries observer waiver fully ends

July 22, 2021 — An ongoing waiver of observer coverage for vessels in the U.S. Northeast has been terminated as COVID-19-related restrictions abate.

NOAA Fisheries initially released the observer waiver in June for vessels if an observer or monitor that is either fully vaccinated or has quarantined for the requisite amount of time is available. That waiver was put into place in March 2020 as COVID-19 became an increasing concern.

Updated Policy on Issuance of Observer Waivers

June 21, 2021 — The following was released by NOAA Fisheries:

Last week Paul Doremus, Acting Assistant Administrator for Fisheries, issued a Leadership Statement announcing an update to our observer waiver policy. In summary, a vessel will not be eligible for release from observer or monitor coverage if a fully vaccinated observer or a quarantined/shelter in place observer is available.

NOAA Fisheries Updates Policy on Issuance of Waivers Under Emergency Rule

June 18, 2021 — The following was released by NOAA Fisheries:

Observers and monitors, at sea and shoreside, are an essential component of commercial fishing operations in the U.S. They provide critical information that is necessary to keep fisheries open and to provide sustainable seafood to our nation during this time. A little more than a year ago, NOAA Fisheries clarified its policy for how vessels could receive a waiver from required observer or at-sea monitor coverage. That approach was appropriate under the circumstances. However, in the United States, much has changed and improved since then. COVID-19 vaccines are widely available and infection rates are dropping. At this point, we need to acknowledge and adapt to improved conditions and, in turn, update our policy for issuing waivers under the Emergency Rule national-level criteria.

As of today, a vessel is no longer eligible for release from observer or monitor coverage under the Emergency Rule or regional waiver criteria if a fully vaccinated or quarantined/shelter in place observer is available. Per guidance from the Centers for Disease Control and Prevention, an observer will be considered fully vaccinated 2 weeks after their second dose of a two-dose series, or 2 weeks after a single-dose vaccine. A quarantined/shelter in place observer is one who has been isolated in place for 14 days. The observer provider companies track and confirm observer vaccination/shelter in place status and they will confirm when observers are ready for deployment.

Emergency Action to Continue to Waive Observer Coverage

March 26, 2021 — The following was released by NOAA Fisheries:

Today, NOAA Fisheries issued an interim final rule to continue to provide the authority to waive observer coverage, some training, and other program requirements, on a case-by-case basis. The rule is a continuation of NOAA Fisheries’ response to the COVID-19 pandemic.

The authority to waive coverage has resulted in a successful balance between public health and the safety of fishermen, observers, and others, while maintaining fishery operations and the monitoring necessary for sustainable management.

Technology Can Improve Safety and Security for Observers on Fishing Vessels

February 23, 2021 — The following was released by Pew Charitable Trusts:

The eastern Pacific Ocean is home to valuable tuna fisheries worth more than $5 billion each year. These stocks are managed by the Inter-American Tropical Tuna Commission (IATTC), which is responsible for ensuring the sustainable management of tunas and other marine species, as well as enforcing rules to end and prevent illegal, unreported, and unregulated (IUU) fishing.

Transshipment is a key part of the seafood supply chain in which catch is transferred from a fishing vessel to a carrier vessel that then takes it to port, but management of transshipment is rife with loopholes, and IUU-caught fish can easily slip through the cracks.

For years, onboard fisheries observers have been the primary source of independent information on at-sea activity, collecting data on catch, transshipment, and more, and reporting rules violations and potential IUU activity to domestic authorities and regional fisheries management organizations (RFMOs) such as IATTC. But serving as an onboard observer is a risky job, and the casualty rate on fishing vessels is notoriously high. Observers can be at sea for months at a time, often without quick access to medical care or assistance if they are in a threatening situation.

Last year, MRAG Americas, a fisheries-focused consultancy, with support from The Pew Charitable Trusts and the Walmart Foundation, deployed a new model of two-way satellite communications devices to several IATTC transshipment observers to improve real-time exchanges of information and, hopefully, help observers feel more secure onboard vessels.

Fisheries Monitoring Operations in the Northeast

January 25, 2021 — The following was released by NOAA Fisheries:

Northeast Fisheries Observer Program

Our observers collect catch, gear, fishing effort, and biological data over a range of commercial fisheries. These data are widely used throughout the region for a variety of scientific and management analyses. It’s especially key for estimating the annual bycatch of all federally managed species in the region, including protected species. Each year the Northeast Fisheries Science Center uses this information to report on the estimated discards for the previous year. The results are then used to determine the observer sea-day schedule for the coming year. The process is governed by regulatory requirements commonly referred to as the Standardized Bycatch Reporting Methodology

All federally permitted vessels are required to carry an observer when selected. Vessels operating in state water fisheries may be required to carry an observer if they have a high likelihood of interacting with marine mammals.

At-Sea Monitoring Program

At-sea monitoring is an integral part of quota monitoring for groundfish sectors vessels. All groundfish catch by these vessels—landed or discarded—counts toward the quota. Catch data collected on commercial groundfish vessels by at-sea monitors is a primary source information used to monitor quotas throughout the year. It is also critical for estimating total discards by sector, gear type, and stock area. This information is critical for a host of applications from assessment to evaluating fishery management measures and ensuring regulatory compliance. The region’s at-sea monitoring requirements are detailed under Amendment 16 of the Northeast Multispecies Fishery Management Plan

Industry-Funded Scallop Program

Industry-funded scallop observers monitor catch from dredge and trawl gear aboard commercial sea scallop vessels as specified by the Atlantic Sea Scallop Fishery Management Plan. Data collected by these observers are used to identify key characteristics of the commercial Atlantic sea scallop fishery in the region. The observer data inform stock assessments, monitor commercial gear selectivity, aid in spatial management, and help support a sustainable sea scallop fishery.

NGO recommends WCPFC consider fishery observer safety measures

December 1, 2020 — The Western and Central Pacific Fisheries Commission (WCPFC) should consider a model measure dedicated to fisheries observers that ensures it complies with accepted international core human and labor rights standards, the U.K. NGO Human Rights at Sea recommended in its latest report.

The proposed model measure was submitted to WCPFC Secretariat for consideration in the upcoming virtual meeting of members, taking place early next month.
