Closer scrutiny for offshore wind energy

November 9, 2018 — The first environmental impact assessment for a major offshore wind energy project in federal waters got underway this week.

The South Fork Wind Farm, Deepwater Wind’s plan for 15 turbines east of Montauk, N.Y., was the subject at a round of scoping meetings held in Long Island and southern New England by the Bureau of Ocean Energy Management.

It is the first step in developing an environmental impact statement for what will be the second commercial East Coast wind project, following Deepwater’s Block Island Wind Farm, the five-turbine demonstration project that came in line in Rhode Island in late 2016.

NEW YORK: Plea to Fund Fishing Survey

September 7, 2018 — Several months after they asked East Hampton Town for $30,000 to collect data aimed at protecting fishing grounds and compensating commercial fishermen when they are unable to work, that request has still not been granted, the director of the Long Island Commercial Fishing Association and the liaison chosen by East Hampton Town’s fisheries advisory committee to communicate with Deepwater Wind complained to the town board on Tuesday.

While the liaison, Julie Evans, and Bonnie Brady of the fishing association addressed the board, Deepwater Wind, the Rhode Island company planning to construct the 15-turbine South Fork Wind Farm approximately 30 miles off Montauk, is in the midst of a projected four-month survey at the site and along the transmission cable’s route to shore.

Commercial fishermen are mostly opposed to the wind farm, fearing damage or destruction of fishing grounds and potential alteration of migration patterns caused by the electromagnetic frequency emitted by its transmission cable.

A “mariners briefing” dated Tuesday and posted on Deepwater Wind’s website states that “all mariners transiting or fishing in the survey area are requested to give a wide berth to survey vessels as they will be limited in their ability to maneuver and towing gear out to 300 meters behind the vessel.”

Ms. Brady told the board that the purpose of a fisheries representative is to develop a mitigation-monitoring plan with a Deepwater Wind representative. “Unfortunately,” she said, “when it comes to Deepwater, their communication as far as the survey is ‘Get out of the way,’ and outreach is ‘Get out of the way now.’ ” Commercial fishermen who work in the survey area are now restricted, she said. “For how long? Who pays that? If you’ve got a day’s pay and have made that same day’s pay over the course of the last 10 or 20 years, and suddenly you can’t fish because the survey boat is there,” a mitigation plan is not only needed but should have been in place prior to commencement of the survey.

NEW YORK: East Hampton Trustees To Discuss Hiring Counsel for Deepwater Wind

August 9, 2018 — The Town Trustees in East Hampton will continue to debate the potential landing of a wind farm cable in Wainscott next week, as Deepwater Wind, the offshore wind company proposing the South Fork Wind Farm roughly 30 miles off the coast of Montauk, announced last week it will begin a seafloor survey of its leased sea bottom lands off Montauk and off the coast of Rhode Island to assist with the design and construction of proposed wind farms in both locations.

The Trustees are expected to hold an executive session during a meeting next Monday to discuss hiring special counsel to represent the body in negotiations over a community benefits package being floated by Deepwater Wind in connection to a request by the firm to land the South Fork Wind Farm power cable off Beach Lane in Wainscott. In order to do that, Deepwater Wind needs to secure easements from both the East Hampton Town Board and East Hampton Town Trustees.

In July, the East Hampton Town Board voted, 3-2, to hire its own counsel to draft an agreement to grant Deepwater Wind easement to run its cable from the beach under local streets to an existing LIPA substation off Cove Hollow Road. Members who voted in favor of the resolution also memorialized their support for the project in its resolution. Councilmembers Jeffrey Bragman and David Lys voted against the measure.

According to Trustee Clerk Francis Bock, the trustees, who manage wetlands, waterways and beaches in the town, are “pretty split” on whether to allow Deepwater Wind access to Beach Lane. A committee, made up of trustees Rick Drew, John Aldred, Susan McGraw Keber and James Grimes, has been formed to make a recommendation to the body on the hiring of outside counsel to represent the board in the state and federal review of the 15-turbine project. Mr. Bock said that counsel, if trustees do come to accord, would also be used to draft any agreement between trustees and Deepwater Wind specific to the benefits package.

New film dives into issues, concerns with Deepwater Wind’s proposed wind farm

May 14, 2018 — The following was released by the Long Island Commercial Fishing Association:

Dell Cullum of East Hampton, NY, owner of Hampton Wildlife Removal and Rescue, is a master of many trades. In addition to rescuing wildlife, he also is a well-known local children’s book author, nature photographer, filmmaker, producer of the ImaginationNature.com television series, and an East Hampton Town Trustee. His roots also run deep to Montauk, New York’s largest commercial fishing port, through the Pitts and Burke families. So it seemed a natural fit for him to marry his love of nature with his concern for his roots when he decided to create the recently released two-part film, “Deepwater Dilemma.”

As a Trustee, Cullum is quite familiar with the South Fork Wind Farm being proposed by Deepwater Wind (DWW), the subject of his film. He said his impetus for doing it was born out of a desire to give voice to those who he felt were not being heard by DWW, the offshore wind energy company owned by hedgefund giant D.E. Shaw, in multiple public meetings over the last year with both the Town Board and the Town Trustees.

“After hearing the same old automated rebuttal, lacking fact and transparency, from Deepwater Wind’s representatives about real concerns from the East Hampton community, I felt it necessary to give those who oppose Deepwater’s method of operation a loud and clear opportunity to be heard, regarding environmental impact, industrializing our ocean, utility rate increases, wind power necessity, and the possible end, yet certainly danger to the local commercial fishing community and so much more,” Cullum said last week in an interview.

The resulting film in its entirety weighs in at slightly over an hour. Part one offers several perspectives from local concerned residents, including input from an energy consultant, an environmental planner, the former head of the Town of East Hampton’s Natural Resources division, an avid recreational fisherman who is also a Trustee, a former candidate for East Hampton Town Supervisor, and a former environmental liaison to a local citizens advisory committee.

Part two captures the voices of fishermen, both from Rhode Island where the first offshore wind mill was built in 2016, and from Montauk.

New York: Plans For Offshore Wind Energy Draw Criticism At Hearing In Southampton On Monday

May 8, 2018 — The difference between what the federal government and New York State have carved out for renewable wind energy projects destined to be built off the south shore of Long Island is about 2.7 miles.

That’s a big difference, especially for the commercial fishermen, environmentalists and South Fork residents who voiced their concerns Monday about wind farms proposed in their backyards.

“We know the moment [the federal government] gets a taste of wind farms in the Atlantic, we are going to be playing whack-a-mole with energy and oil companies creeping up on our fishing grounds,” Bonnie Brady said at a presentation by the New York State Energy Research and Development Authority, or NYSERDA, on Monday night at the Southampton Inn.

Ms. Brady, executive director of the Long Island Commercial Fishing Association in Montauk, said that, like other commercial fishermen in the audience, she worries that the federal Bureau of Ocean Energy Management, or BOEM, which has jurisdiction over the Atlantic, will lease more ocean for wind energy development and wind up hurting the industry.

In October 2017, NYSERDA recommended two leasing areas to BOEM after various studies. The state’s master plan was praised by some residents, like Gordian Raacke, executive director of Renewable Energy Long Island, for its speedy analysis.

For those who demand the freshest, most sustainable seafood, and partake in the increasingly popular and expanding Montauk-headquartered Dock to Dish community-supported fishery program, keeping an eye on your seafood order is a simple mouse click away.

“More and more people want to know where, when, and how their fish are caught,” explained Sean Barrett, a fisherman and restaurateur who founded the cooperative fishery program in 2012. “Our motto is ‘know your fisherman’ and that has not changed. Members of Dock to Dish can check in real time the status of their catch from the beginning of the fishing trip all the way until it is delivered by hand right to their doorstep. It’s just one of the many enhancements we have made since we started.”

This year Mr. Barrett hopes to improve the fishery marketplace by having the world’s first live tracking dashboard so that end consumers on land can monitor hauls of wild seafood from individual fishermen at sea in near-real time. Named Dock to Dish 2.0, the new technology bundle was created in partnership with several fish tracking companies, including Pelagic Data Systems, Local Catch, and Fish Trax. Once completed, the bundle will be open-sourced, meaning it can be replicated and used by all independent small and medium-scale fisheries operations around the world.

“Dock to Dish 2.0 is the first public-facing system to ever combine vessel and vehicle tracking with geospatial monitoring technologies on an interactive digital dashboard,” Mr. Barrett explained last month as he unloaded a catch of tilefish just outside the kitchen door of Nick and Toni’s, one of the first members of Dock to Dish’s restaurant-supported fisheries program. Fishing boats will be outfitted with solar-powered automatic data-collection monitors and application-specific wireless sensors.

NEW YORK: Fishermen Demand Answers on Wind Power Plan

December 14, 2017 — An effort by Deepwater Wind, the Rhode Island company that plans to construct the South Fork Wind Farm approximately 30 miles east of Montauk, to alleviate the concerns of skeptical fishermen over disruption or destruction of their livelihood took an incremental step forward when the company’s president and vice president of development addressed a standing-room-only crowd at East Hampton Town Hall on Monday.

Concerns remain, however, with commercial fishermen demanding to see data that Deepwater Wind has promised but has yet to produce, along with assurances that they will be compensated for losses resulting from construction or operation of the wind farm.

The town trustees, who hosted the gathering at their last meeting of 2017, listened as Chris van Beek, Deepwater Wind’s president, and Clint Plummer, the vice president, insisted that the South Fork Wind Farm will be a benign installation, its turbines positioned so far from each other that fishing will not be impeded, and its transmission cable safely buried in the ocean floor.

Ongoing postconstruction surveys around the Block Island Wind Farm, the nation’s first offshore wind farm, which Deepwater Wind built and operates, demonstrate no negative impacts, they told the audience, conceding, however, that some fishermen were compensated for interruptions to their business during its construction.

“So far, it’s the conclusion that the fish habitat is as good as it was, or perhaps a little bit better,” Mr. van Beek said of the Block Island Wind Farm. “Especially fishing in the wind farm . . . is spectacular.” Recreational fishermen, he said, have migrated to waters around the turbines, which he said act as artificial reefs.

They say those wind turbines — and many others that have been proposed — will impact the livelihood of fishermen in New York and New England.

Scallop fisherman Chris Scola fishes in an area 14 miles off of Montauk. He and his two-man crew spend 2 ½ hours motoring there, then 10 more dredging the sea floor for scallops before heading back to port.

“We have this little patch that’s sustained by myself and a few other boats out of Montauk, and a couple of guys from Connecticut also fish down here,” Scola says.

Scola — like many fishermen — is concerned about state and federal regulations. But his big concern is the prospect of hundreds, and perhaps even thousands, of giant wind turbines spread out in the New York Bight, an area along the Atlantic Coast that extends from southern New Jersey to Montauk Point. It’s one of the most productive fishing grounds on the Eastern Seaboard.

“To me, building wind farms here, it’s like building them on the cornfields or the soy fields in the Midwest,” he says.

Scola belongs to the Long Island Commercial Fishing Association, which is run by Bonnie Brady, the wife of a longtime Montauk fisherman. She’s an outspoken critic of the wind farms.

State official: NY commercial fishermen ‘getting a raw deal’

November 13, 2017 — New York commercial fishermen are “getting a raw deal” in federal fisheries quotas, and the state will follow through on a lawsuit early next year if meetings in December don’t fix the problem, the state’s top fisheries official said last week.

At a meeting at the East Hampton Public Library on Thursday, Basil Seggos, commissioner of the state Department of Environmental Conservation, listened to two full hours of complaints about state and federal regulations and management of fisheries, including restrictive quotas, inaccurate fish-population data, difficulty in getting and transferring permits, and “Gestapo”-like tactics of federal observers on local fishing vessels.

Seggos in an interview after the meeting said the state would base its response to federal regulators “on the numbers we get” in the federal quota following a meeting of an interstate commission in December to divvy up the quota for fluke and other species.
