Biden administration looks to California, Oregon offshore wind power

November 18, 2021 — Interior Secretary Deb Haaland announced plans for up to seven new offshore wind lease sales, from Maine to the Gulf of Mexico and in the Pacific off California and Oregon, at the American Clean Power Association’s offshore wind conference Oct. 12 in Boston, Mass.

“This timetable provides two crucial ingredients for success: increased certainty and transparency,” Haaland said in an address to the industry advocacy group.

With the Bureau of Ocean Energy Management accelerating its timetable to review wind developers’ plans and prepare future lease offerings, agency officials are insisting they learned from mistakes dealing with the Northeast commercial fishing industry, and will work with them and other stakeholders “to minimize conflict with existing uses and marine life.”

“We are working to facilitate a pipeline of projects that will establish confidence for the offshore wind industry,” BOEM Director Amanda Lefton said. “At the same time, we want to reduce potential conflicts as much as we can while meeting the Administration’s goal to deploy 30 gigawatts of offshore wind by 2030. This means we will engage early and often with all stakeholders prior to identifying any new Wind Energy Areas.”

NOAA analyses to inform aquaculture siting in the Gulf of Mexico and Southern California

November 16, 2021 — The following was released by NOAA Fisheries:

Today, NOAA released two Atlases compiling the best available science to inform the identification of Aquaculture Opportunity Areas (AOAs) in the Gulf of Mexico and Southern California. NOAA previously identified these regions for their potential to host sustainable commercial aquaculture development in the United States. Areas in the Atlases will have characteristics expected to support multiple types of aquaculture industries including finfish, shellfish, seaweed, or some combination.

“The aquaculture Atlases apply the latest ocean data and information to advance sustainable business development,” said Gina M. Raimondo, U.S. Secretary of Commerce. “This will help us continue to sustainably support the blue economy, which provides clear benefits for our country, our economy, and the planet.”

“These are the most advanced spatial analyses ever performed for any U.S. ocean regions,” said Nicole LeBoeuf, Assistant Administrator of NOAA’s National Ocean Service. “The Atlases are powerful scientific tools that will help advance food security for all Americans and improve sustainable food production, which is critical for the economic and environmental resilience of our coastal communities.”

NOAA’s National Centers for Coastal Ocean Science developed each Atlas using more than 200 data layers accounting for key environmental, economic, social, and cultural considerations, including fishing interests and marine protected areas. The studies identified nine areas in the Gulf of Mexico and 10 areas in the Southern California Bight that may be suitable for aquaculture, while also reducing conflicts with other ocean uses. 

While informed by the Atlases and other relevant information, the decision to identify an AOA will only be made after completion of the National Environmental Policy Act Programmatic Environmental Impact Statement, which will assess the impacts of siting aquaculture facilities in different potential locations. Proposed aquaculture development must go through the appropriate permitting process. Though the information delivered in these Atlases is tailored to inform the AOA selection process, the method used to conduct these analyses could also benefit other ocean planning and coastal management. 

“Aquaculture Opportunity Areas will foster development of U.S. aquaculture as a needed complement to our wild capture fisheries resources,” said Janet Coit, Assistant Administrator for NOAA Fisheries. “Using a combination of scientific analysis, aquaculture opportunity Atlases, and public engagement, NOAA is identifying defined geographic areas that are environmentally, socially, and economically appropriate for commercial aquaculture.” 

NOAA will continue to work with Regional Fishery Management Councils, Marine Fisheries Commissions, states, tribes, and other stakeholders to identify areas to be considered in further depth for sustainable aquaculture. Public input is vital to shaping an open and transparent AOA process.

Interior takes major steps on offshore wind in Atlantic, Gulf

November 1, 2021 — The Biden administration is planning to extend the fledgling offshore wind sector’s footprint deeper into the southern Atlantic and into the Gulf of Mexico, Interior Department officials announced yesterday.

In addition to taking the first steps to offering lease sales off the coasts of North Carolina, Louisiana and Texas, the Bureau of Ocean Energy Management (BOEM) will begin the environmental review of a Massachusetts offshore wind project, the 11th proposed wind array advanced by the administration this year.

“These milestones represent great potential for addressing climate change through a clean, reliable, domestic energy resource while providing good-paying jobs,” said Interior Secretary Deb Haaland in a statement, adding a promise to “responsibly and sustainably” move on the administration’s offshore wind goals.

Update of the Gulf of Mexico Gulf Menhaden Stock Assessment (GDAR03)

October 22, 2021 — The following was released by the Gulf States Marine Fisheries Commission:

Texas, Louisiana, Mississippi, Alabama, Florida – The Gulf States Marine Fisheries Commission (GSMFC) has completed an update of the stock assessment of the Gulf Menhaden population in the northern Gulf of Mexico. The regional assessment has been completed through the GSMFC’s Gulf Data, Assessment, and Review (GDAR) Program as GDAR03. Each of the five state marine resource agencies provided the necessary data and expertise to develop abundance indices for use in the stock assessment model. This assessment provides an update to the 2018 Gulf Menhaden (Brevoortia patronus) benchmark for the Gulf of Mexico (SEDAR63). The assessment was updated with recent data from 2018-2020. The final stock assessment report is available on the GSMFC’s website at:

2021 Gulf Menhaden Stock Assessment (GDAR03)

The stock status for the updated assessment remained the same as the stock status from the benchmark assessment (SEDAR63). The assessment indicates that fishing mortality rates decreased during the 1990s and have remained at a low level through today. Additionally, spawning stock biomass (measured as fecundity) has increased steadily since the 1990s and remains at a high level. In summary, the update concludes that the Gulf of Mexico Gulf Menhaden stock is not experiencing overfishing and is not overfished.

Reminder! In-Person Public Hearings for Cobia Management Begin Next Week in Florida

October 15, 2021 — The following was released by the South Atlantic Fishery Management Council:

The South Atlantic Fishery Management Council will hold a series of four in-person public hearings along the east coast of Florida next week to gather input on proposed measures for the Gulf Migratory Group Cobia fishery in federal waters. Written public comment is also being accepted (see below).

Measures are being proposed to modify catch limits, revise the sector allocation for the Florida East Coast Zone, modify size and possession limits, and change Framework procedures. The measures are proposed through Amendment 32 to the Coastal Migratory Pelagics Fishery Management Plan for the Gulf of Mexico and Atlantic Region.

New wind farms would dot US coastlines under Biden plan

October 14, 2021 — Seven major offshore wind farms would be developed on the East and West coasts and in the Gulf of Mexico under a plan announced Wednesday by the Biden administration.

The projects are part of President Joe Biden’s plan to deploy 30 gigawatts of offshore wind energy by 2030, generating enough electricity to power more than 10 million homes.

Interior Secretary Deb Haaland said her department hopes to hold lease sales by 2025 off the coasts of Maine, New York and the mid-Atlantic, as well as the Carolinas, California, Oregon and the Gulf of Mexico. The projects are part of Biden’s plan to address global warming and could avoid about 78 million metric tons of planet-warming carbon dioxide emissions, while creating up to 77,000 jobs, officials said.

“The Interior Department is laying out an ambitious road map as we advance the administration’s plans to confront climate change, create good-paying jobs and accelerate the nation’s transition to a cleaner energy future,” Haaland said. “We have big goals to achieve a clean energy economy and Interior is meeting the moment.”

In addition to offshore wind, the Interior Department is working with other federal agencies to increase renewable energy production on public lands, Haaland said, with a goal of at least 25 gigawatts of onshore renewable energy from wind and solar power by 2025.

Louisiana Seafood Leaders Come Together After Hurricane Ida To Pave a Path Forward

October 13, 2021 — For almost two hours Louisiana’s seafood leaders from all sectors of the industry gathered via zoom, mobile phones at restaurants or in cars, and in a conference room in Baton Rouge to discuss the damage of Hurricane Ida’s wrath on the State’s seafood industry.  The consensus; the hurricane laid a path of destruction that has crippled almost every sector.

“It is pretty bad,” said Louisiana Crab Task Force chairman Britney Breaux.  “Bayou LaFourche is completely destroyed.  The docks are completely gone, 47 boats have been sunk and there is no ice or clean water. The bayou is filthy and littered with trees everywhere.”

“The purpose of this task force is to help the seafood industry recover from this historically damaging storm,” said Harlon Pearce of the Gulf Seafood Foundation.  “Twenty years ago after Hurricane Katrina we formed a similar group.  Our purpose today is to replicate the success we had then.”

The group was gathered under the umbrella of a joint effort between the Gulf Seafood Foundation, Louisiana Department of Wildlife and Fisheries (LDWF), Louisiana Sea Grant and Louisiana Ag Center at LSU.  It was comprised of representatives from finfish, docks, bait dealers and marinas; as well as American Shrimp Processors’ Association, Omega Protein, Oyster Task Force, Louisiana Seafood Promotion and Marketing Board, Shrimp Task Force, Crab Task Force, Coastal Conservation Association, Louisiana Shrimp Association, LSU Department of Agriculture Economics and Agribusiness, Louisiana Charter Boat Association, LSU Sea Grant, Department of Wildlife and Fisheries, NOAA, Shell Oil, Louisiana Restaurant Association and the Gulf Seafood Foundation.

Aftereffects of Hurricane Ida still being felt by Louisiana’s oyster-growers

October 12, 2021 — As Hurricane Ida plowed into the U.S. state of Louisiana and on to the Northeast last month, another storm surge of sorts swept through seafood markets, a brutal putdown to the local seafood industry’s slow pandemic recovery.

With heavy damage to local fleets, hard-hit Lafourche and Terrebonne parish bayou communities were cut off from power through the end of September, hobbling efforts to repair docks and bring back ice and shrimp packing.

Risk of oil spills may rise as climate change creates more monster storms

September 30, 2021 — Hurricane Ida left a trail of destruction after slamming into the Gulf Coast, but offshore the Category 4 storm left something else in its wake: oil spills.

Oil spills aren’t uncommon with strong storms, but as climate change pushes up sea levels and creates stronger storms with more moisture, offshore refineries are going to need greater and greater protections.

The Gulf of Mexico is “particularly vulnerable” because of the prevalence of storms, the low-lying geography, sea-level rise, receding shorelines and the presence of oil facilities, Christopher Vaccaro, a spokesman for the National Oceanic and Atmospheric Administration, told ABC News. Since offshore drilling began in the region in 1942, about 6,000 oil and gas structures have been installed in the Gulf of Mexico.

On Sept. 4, the day before Ida made landfall in Louisiana, the Coast Guard announced that cleanup crews already were responding to a large oil spill at an offshore drilling about 2 miles south of Port Fourchon, Louisiana.

LOUISIANA: Judge’s order delays implementation of Turtle Exclusion Devices for vessels

September 29, 2021 — A US District Judge has granted a motion from the Department of Wildlife and Fisheries (LDWF) for a preliminary injunction on the federal Turtle Exclusion Devices for some vessels.

LDWF says the order delays implementation of the requirements of TEDs in skimmer vessels 40 feet in length or greater in Louisiana inshore waters until February 1, 2022. The motion for the injunction was granted on September 9, 2021.

LDWF says that on December 20, 2019, the Final Rule was published requiring skimmer vessels 40 feet in length or greater to have an approved TED installed by April 1, 2021. In March 2021, NOAA delayed implementation of the Rule to August 1, 2021 due to a lack of outreach and availability of TEDs caused by the COVID-19 pandemic.

In April 2021, NOAA released an Advance Notice of Proposed Rulemaking to require TEDs on all skimmer vessels, regardless of vessel length.
