$9.5M In Federal Aid Approved To Help NJ Fishing Industry

August 11, 2021 — The National Oceanic and Atmospheric Agency has approved $9.5 million in federal aid for New Jersey’s commercial and charter fishing industry.

Congressman Frank Pallone, Jr., announced the approval Wednesday. Pallone secured the funding as part of the omnibus and coronavirus relief bill passed by Congress. This is the second round of federal funding Congress has allotted to help fishing communities during the pandemic.

“I am pleased that another round of federal funding will be delivered to New Jersey’s fishing industry,” Pallone said in a prepared statement. “This is another step in the right direction to ensure our region’s fishing businesses and their families get the assistance they need to withstand the effects of the coronavirus pandemic and subsequent economic storm.”

NJ fishing community says virus aid helps keep it afloat

March 8, 2021 — With New Jersey’s commercial fishing industry about to receive a second round of federal coronavirus aid, boat owners and those who run fishing-related businesses say the extra money is helping keep them afloat amid a sea of red ink.

The state’s fishing industry received $11 million last March under the CARES Act, an early aid bill passed in response to the COVID-19 outbreak.

And it should get roughly the same amount under a second bill passed by Congress in December, U.S. Rep. Frank Pallone Jr. said Monday. Pallone, (D-NJ) held a news conference Monday at the Belford Seafood Cooperative in Middletown with boat owners and those who run related businesses.

Many said the extra money could make the difference between working and not working this spring and summer. They declined to say how much each individually received under the measure.

“I’ve been on a boat with my family since I was 7 years old,” said Capt. Richard Isaksen, president of the fishing cooperative. “We still haven’t recovered from Superstorm Sandy that hurt us badly with eight feet of water on the dock and (which) wiped everything out.”

The 2012 storm caused widespread devastation in New Jersey, New York and other northeastern coastal states.

Pallone Applauds Distribution of COVID-19 Relief Funding to New Jersey’s Fishing Communities

Congressman Frank Pallone, Jr. (NJ-06) today applauded the distribution of COVID-19 relief funding to New Jersey’s fishing communities. New Jersey received $11 million in federal funding from the Coronavirus Aid, Relief, and Economic Security (CARES) Act that Congress passed and was signed into law last March. The funding was allocated to aid commercial fishing businesses, charter and for-hire fishing businesses, aquaculture operations, processors, and other fishery-related businesses in New Jersey.

“Our fishing communities have been hit hard by the coronavirus pandemic, which is why I fought so hard to include robust funding in the CARES Act and have worked to ensure that funding is distributed to those who need it most. I’m pleased to see that New Jersey’s commercial and recreational fishing industry is finally receiving the help they need,” said Congressman Pallone. “The economic impacts of the pandemic have been felt deeply across our state and have been especially severe for the hardworking men and women who make our fishing industry so strong. I’ll continue to work to ensure that the fishing community in New Jersey receives the assistance it needs to weather this ongoing economic storm.”

COVID funding plan OK’d for NJ fishermen; sea bass, tuna hit after storm

October 16, 2020 — The National Oceanic and Atmospheric Administration has approved New Jersey’s spending plan for $11.3 million in federal aid for revenue losses to the commercial and charter fishing industry suffered as a result of the pandemic, U.S. Rep. Frank Pallone Jr. said.

“This is another step in the right direction to ensure that New Jersey’s fishing industry gets the funding it needs to weather the effects of the coronavirus pandemic and ongoing economic storm,” Pallone said.

According to the New Jersey Division of Fish and Wildlife, eligible fisheries-related businesses include commercial fisheries, aquaculture businesses, processors, dealers, and recreational fishery businesses, including for-hire businesses as well as bait and tackle shops.

An online application will be available starting Monday through the Department of Environmental Protection’s electronic grants management system, NJDEP SAGE.

NJ and MA Members of Congress Request More COVID-19 Relief Assistance For Nation’s Fishing Industry

August 7, 2020 — Members of Congress from New Jersey and Massachusetts have sent letters to Speaker of the House Nancy Pelosi requesting assistance for the nation’s fishing industry in the upcoming COVID-19 relief package.

“New Jersey was among the hardest and earliest hit states by the pandemic and continues to have one of the highest counts of COVID-19 cases in the nation,” reads a letter from NJ’s representatives, including Frank Pallone, Jr. and Andy Kim. “The pandemic arrived in New Jersey at the start of the critically important Striped Bass and Black Fish season, leading to devastating results for our fishing industry. With bipartisan support, Congress has already acted once to deliver $300 million in aid targeting fishing communities throughout the country. Congress must act once again to save this vital industry and protect those in our state and across the country who rely on it.”

Washington, DC – Congressman Frank Pallone, Jr. (NJ-06) and Congressman Andy Kim (NJ-3) led their New Jersey colleagues in a bipartisan letter to House Speaker Nancy Pelosi and House Minority Leader Kevin McCarthy today calling for funding to help the fishing industry in the next coronavirus relief package. A decline in tourism and a reduction in restaurant operations have been deeply harmful to New Jersey’s fishing industry. The pandemic also arrived in New Jersey at the start of the critically important Striped Bass and Black Fish season.

“The commercial and recreational fishing industry in our home state of New Jersey has felt the devastating economic impacts of the pandemic. Due to the COVID-19 pandemic and resulting economic downturn, restaurants that serve seafood have either closed or reduced operations. This reduction along with a decline in tourism have caused significant disruptions throughout the seafood supply chain and created substantial economic hardship for both commercial and charter fishing operations in our state,” the letter stated.

$11M to keep New Jersey fishing industry alive; ‘This is getting very serious’

May 11, 2020 — New Jersey’s hard-hit fishing industry will be allocated $11 million of the $300 million available in the Coronavirus Aid, Relief, and Economic Security Act, or CARES Act, according to U.S. Rep. Frank Pallone Jr.

Pallone, a Democrat whose Sixth District stretches along the coast of much of Monmouth and Middlesex counties, said the money will be made available to the commercial fishing, charter and for-hire fishing businesses, aquaculture operations, processors and other fishery-related businesses in the state. The money will be in the form of grants that do not have to be repaid.

The CARES Act was approved by Congress on March 27. Pallone said he thought it “outrageous” that the National Oceanic and Atmospheric Administration has taken until May to make the funds available. Even still, the funds are not ready to be distributed.

Rep. Pallone Statement on House Passage of Third Coronavirus Pandemic Response Legislation

March 31, 2020 — The following was released by The Office of Congressman Frank Pallone Jr. (D-NJ):

Congressman Frank Pallone, Jr. (NJ-06) issued the following statement today after the House of Representatives passed H.R. 748, the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the third major legislation passed by Congress to respond to the coronavirus pandemic:

“Today, more help is on the way. The CARES Act provides essential assistance to the American people, health care workers, hospitals, small businesses and state and local governments that have been seriously impacted by the coronavirus pandemic.  This legislation provides much needed financial relief to laid-off or furloughed workers through increased and extended unemployment insurance so they will continue to receive a paycheck in the weeks and months ahead. It also puts money in the pockets of struggling Americans, and provides grants and loans to small businesses to help them better weather the ongoing economic storm.

“As the coronavirus pandemic overwhelms our health care workers and hospitals, the legislation includes $100 billion to our hospitals and $16 billion for personal protective equipment and other resources for our courageous health care workers so they can safely treat patients. Health care professionals are on the front lines, and we must continue to work to ensure they are protected and have the resources they need to safely do their jobs.

“I’m pleased that this package contains $300 million in funds specifically designated to help fishing communities who have incurred significant economic losses as a result of this pandemic. In my district in New Jersey, the recreational and commercial fishing industry is vital to our coastal communities up and down the Jersey Shore.

“Finally, I’m glad to see that Democrats were successful in removing a provision in the initial draft of the Senate bill that would have provided a $3 billion bailout to the oil and gas industry. This provision had no place in this legislation.

“The CARES Act takes a significant step in protecting the health of all Americans and providing peace of mind during this time of economic uncertainty, but there is a lot more work to do. In future legislation, we must ensure affordable treatment for all, expand distance learning programs and access to the internet for low-income Americans, protect consumers from price gouging and prevent critical services from being shut off during this crisis.”

The CARES Act includes key provisions that give:

$260 billion in Dramatically Expanded Unemployment Benefits: The bill includes numerous provisions to improve unemployment benefits including providing an additional $600 per week for the next four months, providing an additional 13 weeks of federally funded benefits, and expanding eligibility to include workers in the gig economy and self-employed workers.

Immediate Direct Cash Payments to Lower and Middle-Income Americans:  The bill provides for immediate, direct cash payments to lower-and middle-income Americans of $1,200 for each adult and $500 for each child, beginning to phase out at an annual income of $75,000 for an individual and $150,000 for a household.  These payments will provide individuals with the cash they need right now to survive with much of the economy currently shut down.

Rep. Pallone Calls for Fair Treatment of New Jersey Fishing Community

Today, Congressman Frank Pallone, Jr. (NJ-06) called on the Atlantic States Marine Fisheries Commission (ASFMC) to pursue a conservation policy that achieves agreed upon Striped Bass stock management goals while treating states like New Jersey in a fair and consistent manner. In a letter, Pallone urged fair treatment of all states as the ASFMC considers implementing new removal limits to protect Striped Bass fishing stock on Thursday.

“We all agree that conservation of New Jersey’s Striped Bass is paramount to our state’s marine environment, but we must also ensure that New Jersey’s fishing industry is treated fairly,” Congressman Pallone said. “I strongly encourage the Atlantic States Marine Fisheries Commission to implement the agreed upon conservation goals in a way that does not unfairly harm New Jersey and our thriving coastal communities.”
