November 7, 2017 โ GLOUCESTER, Mass. โ Carlos A. Rafael, who once ruled the New Bedford waterfront with his personality and his vast fishing assets, reported to federal authorities on Monday to begin his 46-month prison sentence.
The U.S. Bureau of Prisons on Monday afternoon confirmed that Rafael, known as โThe Codfather,โ initially is serving his sentence at FMC Devens โ which the bureau describes as an โadministrative security federal medical center with an adjacent minimum security satellite camp.โ
