MSA reauthorization debated in US House of Representatives

November 18, 2021 — Two bills that would reauthorize the Magnuson-Stevens Fishery Conservation and Management Act received a hearing on Tuesday, 16 November, in the U.S. House Natural Resources Subcommittee on Water, Oceans, and Wildlife.

As U.S. Rep. Don Young (R-Alaska) said in a statement, the hearing was “one of contrasts,” as lawmakers reviewed his proposal and one by Subcommittee Chairman Jared Huffman (D-California). Young said Huffman’s bill would take authority away from fishing councils and give it to the U.S. Commerce Secretary. While he agrees with Huffman that some changes should be discussed, Young said the chairman’s bill goes too far.

Reps. Bonamici, Young Lead Bipartisan Call for $10B Coastal Community Investment in Build Back Better Plan

September 2, 2021 — Today Representatives Suzanne Bonamici (D-OR) and Don Young (R-AK) led 35 bipartisan Members of Congress in calling for a $10 billion investment in coastal communities with the inclusion of restoration and resilience projects in the Build Back Better Plan.

“We are encouraged that President Biden’s American Jobs Plan outlines the importance of protecting and restoring coastal ecosystems,” the Members wrote.“These investments will reinvigorate our coastal communities, protect and restore critical ecosystems, and create thousands of high-quality, good-paying jobs.”

The Members also requested robust funding to scale up the National Oceanic and Atmospheric Administration’s (NOAA) ocean observations efforts. They noted NOAA’s finding that coastal communities contribute at least $7.6 trillion to the U.S. economy annually.

What’s to blame for Alaska’s poor king salmon runs? Submarines, suggests Rep. Young.

August 3, 2021 — Chinook salmon runs are in decline across Alaska, and research suggests a host of factors are to blame, from ocean predators to warmer streams and excess rain. But Alaska Congressman Don Young recently added a novel suspect to the list: nuclear submarines.

“We have to figure this out. Have to work on it and make sure there’s not something going on,” he said of the poor runs. “Is it climate change? Are they moving north? Is there a nuclear sub stuck out there somewhere?”

Young spoke at a subcommittee hearing Thursday, and acknowledged his theory sounds unusual.

“Everybody laughs at me but at one time I counted 64 nuclear subs from Russia,” he said. “We kept track of them as they came off the coast of California.”

A spokesman said Young was referring to matters like those described in a 2020 BBC article on radioactive submarine wrecks.

‘We want our fish to be wild’: Alaska congressman floats new bill to block offshore aquaculture

July 30, 2021 — Alaska’s longtime Republican Congressman Don Young has yet again introduced the Keep Fin Fish Free Act, legislation prohibiting the Secretary of Interior and the Secretary of Commerce from authorizing commercial finfish aquaculture operations in the Federal Exclusive Economic Zone (EEZ) unless specifically authorized by Congress.

Young said the state’s residents are opposed to what he described as “hatchery fisheries” in the state.

“We don’t want that. We want our fish to be wild,” he said Thursday during a hearing held by the US House Subcommittee on Water, Oceans, and Wildlife.

Young said the National Oceanic and Atmospheric Administration (NOAA) should be focusing on issues with Alaska’s ocean, and why fishermen are seeing fewer kings and other salmon during summer fishing seasons.

Congressman Don Young Introduces Legislation to Protect Oceans and Marine Life

Today, Alaska Congressman Don Young introduced the American Fisheries Advisory Committee Act, legislation to direct NOAA to establish the American Fisheries Advisory Committee with the goal of keeping fishing communities healthy and viable through local collaboration, data collection, and expanded research investments. Upon introduction, Congressman Young was joined by Congresswoman Uifa’atali Amata (R-AS).

April 30, 2021 — The following was released by The Office of Congresswomen Suzanne Bonamici (D-OR):

During Sexual Assault Awareness Month, Representatives Suzanne Bonamici (D-OR), Don Young (R-AK), Jared Huffman (D-CA), and Jenniffer González-Colón (R-PR) introduced bipartisan legislation to strengthen the National Oceanic and Atmospheric Administration’s (NOAA) response to sexual assault and sexual harassment, and to secure more resources for survivors.

“Scientists and researchers must be safe and feel safe at work, and not fear retaliation for reporting sexual harassment and assault,” said Congresswoman Suzanne Bonamici. “This starts with prevention and a meaningful way for survivors to seek justice. Several years ago, I spoke with a fisheries biologist who was forced to put her career on hold because of sexual harassment on a NOAA vessel. I worked with NOAA leadership to make tangible changes to the agency’s policies and procedures for reporting and investigating sexual harassment, and the scientist eventually returned to her research. But she is not alone in her experience, and there are still gaps in NOAA’s efforts. The bipartisan NOAA Sexual Harassment and Assault Prevention Improvements Act will strengthen NOAA’s sexual assault and sexual harassment prevention and response program, coordinate claims, improve reporting, and better support survivors. NOAA employs approximately 12,000 people, with many working in remote locations or aboard vessels to conduct science and research on climate, weather, oceans, and coast.

The NOAA Sexual Harassment and Assault Prevention Improvements Act will:

Expand coverage of NOAA’s sexual harassment prevention and response policy.
Direct NOAA to provide a clear mechanism for anonymous reports of sexual harassment.
Strengthen advocacy resources for survivors.
Provide for a secure reporting structure for survivors.
Expand reports to Congress on sexual harassment, sexual assault, and equal opportunity employment.
Improve the ability of NOAA’s Office of Law Enforcement to enforce a prohibition on assault, intimidation, and interference with fisheries observers.

Bonamici and Young are Co-Chairs of the House Oceans Caucus. Bonamici has been outspoken about the need to end sexual harassment in the workplace. She has long advocated for survivors of sexual harassment at NOAA and repeatedly called on the agency to improve its policies.

Alaska Delegation Encourages Department of Homeland Security to Help Keep Alaska Seafood Industry Running

April 29, 2021 — The following was released by The Office of Senator Lisa Murkowski (R-AK):

U.S. Senators Lisa Murkowski, Dan Sullivan, and Rep. Don Young issued the following statement after the Department of Homeland Security (DHS) announced the department is making available 22,000 temporary, non-agriculture worker visas through the H-2B visa program:

“The H-2B visa program is crucial to on-shore fish processors in Alaska and to our national seafood supply. The COVID-19 pandemic has created incredible hardships for American businesses across the nation, and Alaska’s seafood industry was not immune to that strain. It is important for the industry to have the workers it needs as it heads into the critical summer seafood season. These temporary, non-immigrant visas are fundamental to filling vacant jobs left unfilled by American labor, enabling seafood industries to hire seasonal workers and to continue operations. Local seafood businesses continue to tell us they need H-2B workers to harvest and process their respective seafood products despite regular and robust recruitment efforts here in the United States. We appreciate the administration’s announcement, which reaffirms its support of American businesses, but we are running out of time in Alaska. Processors must be ready and able to keep pace with the salmon run and their independent fishermen to provide our nation’s supply of sustainable, wild-caught Alaska salmon. Bristol Bay, for example, is famous for its abundant, short fishing season in June and July. With the summer fishing season nearly upon us we urge the DHS to finalize and issue these visas as soon as possible. Every passing day counts.”

ALASKA: Elected officials: Safe mining needed for salmon

April 12, 2021 — Salmon advocates, including members of the Congressional Wild Salmon Caucus, held a briefing Thursday laying out a number of strategies governments can take to incentivize mining companies to make environmental impacts a higher priority.

“We can’t say we’re anti-mining, we are for safe mining,” said U.S. Rep. Don Young, R-Alaska, co-chair of the salmon caucus.

Thursday’s briefing focused on ways the provincial government of British Columbia can improve financial assurance laws and make companies take the risk of environmental impact more seriously.

The caucus co-chaired the briefing with Salmon Beyond Borders, a salmon advocacy group working for better protections of salmon habitats. Advocates said one of the major issues impacting salmon habitats is mining pollution in waters that flow from one country into another, in this case from Canada into the U.S. Many of these transboundary rivers are home to salmon habitats that play a critical role in the culture and economy of the Pacific Northwest, advocates said, and companies need to be held responsible for the impacts their industry creates.

Congressman Don Young Introduces Legislation to Block Presidential Attempts to Lock Away Alaska’s Oceans

Today, Alaska Congressman Don Young introduced legislation to prevent the future closure of oceans from economic and recreational activity, including resource development and fishing, without the approval of Congress. The introduction of the Marine Access and State Transparency (MAST) Act comes as President Joe Biden breaks modern records for issuing Executive Orders, particularly concerning Alaska.

“The Obama years were rife with massive expansions of executive power, and it has become clear that President Biden has taken a cue from his former boss. President Biden’s first two weeks on the job have broken records for Executive Orders, and we have already seen the President attempt to cripple Alaska’s energy sector and destroy good-paying jobs. Congress must assert its power and keep him from doing the same to our fishing and water recreation industries,” said Congressman Don Young. “I am proud to introduce the MAST Act, which will empower Congress – not the President – to make determinations relating to the designation of marine sanctuaries. Congressman Don Young Fights for Alaska’s Fishermen, Reintroduces Magnuson-Stevens Act Reauthorization

January 5, 2021 — This week, on the opening day of the 117^th Congress, Congressman Don Young (R-AK) introduced the Strengthening Fishing Communities and Increasing Flexibility in Fisheries Management Act. This legislation reauthorizes the Magnuson-Stevens Fishery and Conservation Management Act – landmark fisheries management and conservation legislation first written by Congressman Young in 1975. The Magnuson-Stevens Act (MSA) was last reauthorized in 2006.
