April 9, 2025 โ The Maine Senate voted unanimously Tuesday to confirm Carl Wilson as commissioner of Department of Marine Resources.
Wilson headed DMRโs Bureau of Marine Science for roughly a decade and formerly served as the lead lobster biologist in the department. Wilson replaces Patrick Keliher, who retired last month after more than a dozen years leading the regulatory agency.
July 26, 2022 โ American Aquafarms, the company with plans to build a salmon farm in Gouldsboro, Maine, U.S.A., has withdrawn a lawsuit it initiated against the Maine Department of Marine Resources (DMR).
In April 2022, American Aquafarmsโ planned aquaculture project was dealt a major setback after the Maine DMR decided it would no longer process the companyโs lease applications. The DMR denied the application, citing a lack of an approved egg source for its salmon.
December 10, 2018 โ From oyster farms to cultivated seaweed and farm-raised salmon, aquaculture is often described as essential to the economic future of Maineโs fisheries in the face of a changing ecosystem. Warming waters from climate change are pushing lobster farther Down East and have shut down the shrimp fishery, and threats such as ocean acidification and invasive green crabs are harming Maineโs natural fisheries.
But opposition to several proposed projects suggests the hardest part of getting into aquaculture might be getting past the neighbors. All along the coast, neighbors argue that pending aquaculture ventures will create too much noise, use too much energy, attract too many birds and obstruct their opportunities for boating or lobstering. One questioned whether an oyster farm would make it hard for deer to swim from one point of land to another.
In Belfast, abutters to the land where Nordic Aquafarms hopes to put in a giant land-based farm to raise salmon have filed a lawsuit against the city, which they say hastily and secretly approved a zoning change the company needed to move forward.
In Brunswick, opponents of a proposed 40-acre oyster farm have hired not just attorneys, but a public relations expert, Crystal Canney, in the hopes of persuading the Department of Marine Resources not to approve the lease.
January 17, 2018 โ ELLSWORTH, Maine โ Ask any lobsterman about the details of where and how he catches his bugs โ what kind of bait he uses, how deep he sets his gear, how many traps on a trawl, how long those traps soak between hauls โ and youโre likely to get a fisheye, if not a poke in the nose, in response.
Still, thatโs the kind of information the Atlantic States Marine Fisheries Commission wants to collect from lobstermen and Jonah crab fishermen working in the Gulf of Maine and, no surprise, the idea is unpopular.
Last Thursday, about 40 fishermen came to Ellsworth High School for a public hearing on an ASMFC proposal to increase the number of harvesters required to fill out trip-level logbooks filled with data the commission says it needs to manage the lobster and Jonah crab fisheries, primarily in the Gulf of Maine.
The Department of Marine Resources already requires 10 percent of Maineโs licensed lobster fishermen, chosen annually by lottery system, to file detailed trip-level reports of their fishing activities on a monthly basis. Lobster dealers also are required to file landings reports with DMR.
According to Megan Ware, the ASMFC fishery management plan coordinator running last weekโs hearing, the commission has two main concerns about the way harvesters report data now.
First, she said, the reports donโt identify in sufficient detail exactly where fishermen are trapping the lobsters they catch, and the commission particularly wants to collect more information about lobsters landed in โnearshoreโ and โoffshoreโ waters โ between three and 40 miles from the coast.
Second, the 10 percent of Maine harvesters required to file reports arenโt necessarily representative of the harvesters who actually land lobsters. No one has to report two years in a row, no matter how big the harvesterโs landings, and because the selection process is entirely random, it may include harvesters who fish part time or who are retired and donโt fish at all.
There is another issue with the 10 percent reporting level, Ware said. Maine harvesters account for 83 percent of lobsters landed along the East Coast, so their data is particularly important to fisheries managers.
The opposite side of that coin, though, is that even at a reduced collection level Maineโs data overwhelms the data reported by the other lobster-fishing states.

November 28, 2017 โ ELLSWORTH, Maine โ With fisheries regulators slated to gather in Portland on Wednesday, a shrimp fishing season in the Gulf of Maine this winter seemed as likely as bipartisan tax legislation in Congress.
The schedule called for members of the Atlantic State Marine Fisheries Commissionโs Northern Shrimp Section to meet in the afternoon to establish dates and landings limits for the 2018 season. All evidence suggested that, except for a tiny โresearchโ fishery, the limit, or total allowable catch, will be zero and there will be no season at all.
According to the commissionโs recently released โ2017 Stock Status Report for Gulf of Maine, Northern Shrimp,โ the resource is in terrible shape. For the past five years (2012 through 2017) the shrimp stock has been at its lowest, both in terms of number and total biomass, over the 34 years that the shrimp population has been surveyed.
Prospects for the shrimp resource to rebound in the Gulf of Maine are grim.

May 10, 2017 โ A bill that would authorize the Department of Marine Resources to conduct surreptitious electronic surveillance of lobster boats drew mixed reviews at a hearing by the Legislatureโs Marine Resources Committee in April.
But at a work session last Wednesday, the committee voted to recommend passage of an amended version of the bill.
Introduced by Rep. Walter Kumiega (D-Deer Isle) at the request of the Department of Marine Resources, LD 1379 โ as initially formulated โ would have given the DMR commissioner authority to approve installation of electronic tracking devices on lobster boats without first getting a warrant from a judge. The approval would have been based on an affidavit from the chief of the Marine Patrol that he had โprobable causeโ to believe that a civil violation of the laws regulating the placement or hauling of lobster gear had occurred.
At its work session last week, the committee scrapped the idea of authorizing the commissioner to approve installation of tracking devices and took a new approach.
According to committee Co-chairman Kumiega, the committee opted to make four kinds of conduct โassociated with fishing over the limitโ of traps allowed Class D misdemeanors.
As of now, these violations are civil offenses.
The reason for the change, Kumiega said, is that Marine Patrol officers could not obtain sealed warrants from a judge when the offenses were handled as civil violations.
As criminal offenses, that all would change. Marine Patrol officers would be able to obtain warrants without giving notice to the subject of an investigation.
May 3, 2017 โ With a month still left in the fishing season that ends May 31, the price of elvers (technically, glass eels) is on the rise, but many fishermen have already filled their annual quota and are dumping juvenile eels back into the water.
According to Ellsworth elver buyer Bill Sheldon, there are still plenty of elvers in the water, but thatโs not doing the fishermen any good. Some harvesters with just 1 or 2 pounds of quota remaining have had to toss 15 to 20 pounds of elvers overboard to avoid overfishing their allocations.
โItโs a shame when you consider the economics of Hancock and Washington counties,โ Sheldon said on Monday.
Maine elver harvesters are limited to a total annual landings quota of 9,616 pounds set by the Atlantic States Marine Fisheries Commission. According to preliminary figures released by the Department of Marine Resources, as of 6 p.m. on Sunday, dealers had reported buying just under 7,218.4 pounds from licensed harvesters, approximately 75 percent of the annual limit. With 31 days still to go in the season, only 2,397.6 pounds of quota remained available to harvest.
On Monday, Sheldon said that after falling to $1,150 per pound, the going price for elvers was $1,300 and going up.
The price โseems to have bottomed out,โ Sheldon said. โMy expectation is that it will increase slowly to the end of the season.โ
According to DMR, the average price harvesters have received for elvers so far this season is $1,311. A few years ago, the price reached $2,600 per pound.
April 27, 2017 โ Well, they did it. At its April 17 meeting in Connecticut the New England Fisheries Management Council reaffirmed the economically vital place that lobster fishing has in this state by exempting lobstermen from restrictions that may flow from the councilโs Omnibus Deep Sea Coral Amendment.
The decision qualifies as a Big Deal. The council has been considering ways to protect deep-sea corals found within the Gulf of Maine and along the continental shelf for several years. Protecting a living creature that is not a fish is new ground for the council, which draws its regulatory authority from the Magnuson-Stevens Fisheries Conservation and Management Act. But revisions to the act in 2006 gave the council โdiscretionary authorityโ to protect deep-sea corals in New England. Thus, creation of the Omnibus Amendment, the provisions of which will be applied to all of the councilโs 28 fisheries management plans.
The amendment identifies four coral areas in the Gulf of Maine as well as several canyons south of Georges Bank for protection. Two Gulf of Maine sites are places where Maine lobstermen set their traps โ Outer Schoodic Ridge and Mt. Desert Rock.
You and I would look at the two locations and say, โHmmmmm. Water.โ Lobstermen, on the other hand, look at the water and envision what lies beneath it, the rocky seabed on which lots of lobsters live in their individual burrows.
So, when the council stated last year that it was considering closing those two areas to all bottom-tending gear, Down East lobstermen took notice. Such closures would mean no fishing for lobster or red crab, another commercially valuable species. In January, the Department of Marine Resources (DMR) asked the council to specifically exempt lobster fishing from possible closed-area restrictions. The council replied that it was too early in the amendment process to exempt any fishery. It asked, instead, for more information about the economic value of these two areas.
April 3, 2017 โ Maine lobstermen are plagued by opioid addiction, leading to deaths, ruined lives and even fishing violations to pay for the habit. Some in recovery also recognize the challenge: Getting help to an intensely independent breed that rarely asks for it.
Until last year, when he finally kicked a 20-year heroin habit, Tristen Nelson had always been too high to even notice the best things about being a lobsterman in Down East Maine, like the beauty of a Bucks Harbor sunrise or the freedom of fishing two dozen miles offshore.
He loves those things about his job now, but for two decades the 35-year-old Machias man only lobstered to make the quick cash he needed to buy heroin. He would spend all his money, up to $60,000 for six months of work, on drugs. And he would end every fishing season broke.
His captains didnโt care if he showed up high, as long as he came ready to work. He hauled traps like a madman at dawn, fueled by his morning fix. By noon, however, the drug would start to wear off. He would slow down and hope each trap hauled was the last.
โI was just one more junkie on a lobster boat, counting down the hours until I could get my cash, until I could score,โ Nelson said. โAll those years I didnโt even realize that I had the best job in the world. โฆ What a waste.โ
The Gulf of Maine is full of people battling addictions. Nelson has hauled traps beside them, shot up with them and attended their funerals. And now, as somebody who has kicked the habit, he is trying to help other fishermen find their way into recovery.
โThere are guys like me in every port,โ Nelson said. โAnyone says different, theyโre blind.โ
For years, industry leaders and regulators ignored the drug use. They didnโt want to risk tainting the iconic image of the Maine lobsterman, that rough-and-tumble ocean cowboy who braves the elements to hunt lobster, the backbone of the stateโs $1.6 billion-a-year industry. And the lobstermen were intensely private, preferring to battle their demons on their own and rarely asking for help.
That is starting to change. As addiction surfaces in newspaper obituaries, public memorial services and fishermenโs forums, and is blamed as a motive for an increasing number of the stateโs fishing crimes, industry leaders now admit that Americaโs deepening opioid epidemic is feeding on the labor force of the stateโs most valuable fishery.
โAddiction is a disease and it is a problem within this industry,โ Commissioner Pat Keliher of the Department of Marine Resources told the Maine Fishermenโs Forum last month. โI am certainly not making the statement that it is everybody in this industry, but it is a problem.โ
There is no way to compare heroin use among Maine lobstermen with any other profession. The state doesnโt keep its drug use statistics that way, and it will not identify the 378 drug overdose victims in 2016, including 313 who died of heroin or other opioids. While some coastal towns, such as Machias, openly acknowledge drug use in the fleet and talk about what can be done, others, like Stonington, the stateโs lobster capital, remain reluctant to do so.
March 23, 2017 โ After Maineโs lobster industry set sales records for a second straight year, area fishermen are enjoying the boom while the water is warm.
Literally.
Rising sea temperatures are benefiting Maineโs iconic crustacean, leading to an increase in population while other marine species, such as soft-shell crabs, have suffered a decline, according to fishermen who spoke at a March 16 Maine Coast Fishermenโs Association panel.
But the factors for todayโs success may portend tomorrowโs economic and cultural disaster, according to some area fishermen.
โWeโre going to start going down when it gets warmer,โ Maine Lobstermenโs Association President Dave Cousens told the audience at the Frontier Cafe.
Cousens was joined by MCFA President Gerry Cushing, of Port Clyde; Chebeague Island fisherman Alex Todd, and lobsterman Steve Train of Long Island.
Between July and October 2016, Cousens said, the ocean temperature was 60 degrees where he fishes in South Thomaston โ a rise of three degrees since he began hauling traps three decades ago.
If temperatures rise three more degrees, he said, โlobster larvae will not survive. Thatโs what weโre facing.โ
Last year, Maine fishermen hauled a record $130 million pounds of lobster, and the industry saw its value rocket $30 million, according to the Department of Marine Resources.
But the panelists warned the boom will be temporary.
โYou donโt have to look too far south to see whatโs coming,โ Cousens said, noting the sharp demise of lobster populations off Cape Cod, Massachusetts, and Long Island, New York.
โThat lineโs just moving north,โ Scott Moody, owner of Moodyโs Seafood in Cundyโs Harbor, agreed the next day over the phone.
Moody, a fourth-generation lobsterman, fished in Harpswell for 30 years before starting his wholesale business, which includes five retail locations along Maineโs coast.
He buys directly from lobstermen and shellfish harvesters, and sells their product mostly to a distributor in Boston.
โIn shellfish, weโve seen a big turn,โ Moody said last week. โI used to buy about $1 million in soft-shell (clams) in the Harpswell location,โ at 337 Cundyโs Harbor Road.
โSince the climate change, Iโm doing ($750,000) in hard-shell and only $250,000 in soft-shell,โ he said.
Years ago, waiting to unload at his Boston distributor, โIโd be sitting behind five or six trucks of soft-shell clams,โ he recalled. โThey started to disappear. Then Iโve see guys bringing in hard-shell.โ
He explained how warming waters increased the number of predators, such as Japanese green crabs, that can smash a clamโs soft shell.
