Trump pushing growth of US seafood markets

May 18, 2020 — As we sit to answer the clamor for yet another FishOn magnus opus, we see that the sun is shining, the winds have calmed and the boys, Foster and Willie, are saddled up and waiting imperiously at the door, threatening an indoor magnus opus of their own.

OK, but where does bleach fit in?

You may have heard that President Donald Trump recently signed an executive order promoting the competitiveness and economic growth of the U.S. seafood industry and you’re probably wondering what it all means.

We don’t have the foggiest notion. So we went directly to the primary source — NOAA Fisheries Assistant Director Chris Oliver —for an explanation.

Oliver, in a statement announcing the order, said it specifically calls for the expansion of sustainable U.S. seafood production through more efficient and predictable aquaculture permitting, cutting-edge research and development, regulatory reform to maximize commercial fishing and enforcement of “common-sense restrictions” on seafood imports that do not meet U.S. standards.

Trump executive order could speed offshore aquaculture permits

May 13, 2020 — The Trump administration executive order on aquaculture and fisheries is raising hopes among some commercial fishing advocates to roll back what they view as excessive regulation.

But the statement’s strong emphasis on streamlining the permit process for ocean aquaculture alarms opponents, who won a 2018 federal court decision in Louisiana that said NOAA lacked Congressional authority to regulate aquaculture.

The “Executive Order on Promoting American Seafood Competitiveness and Economic Growth” directs federal agencies to “identify and remove unnecessary regulatory barriers restricting American fishermen and aquaculture producers” and “facilitate aquaculture projects through regulatory transparency and long-term strategic planning.”

The document has other promises to U.S. seafood producers, especially in seeking fair trade and competition with imported seafood — including to hold imports to the same food-safety standards required for domestic products.

Chris Oliver, the assistant NOAA administrator for fisheries, said in a statement that a new Seafood Trade Task Force will “develop a comprehensive interagency seafood trade strategy. The strategy will identify opportunities to improve access to foreign markets through trade policy and negotiations; resolve technical barriers to U.S. seafood exports; and otherwise support fair market access for U.S. seafood products.”

CARES Act Marks $5.5 Million for NC Fisheries

May 8, 2020 — North Carolina’s seafood industry is marked to receive nearly $5.5 million in assistance to help offset losses related to the COVID-19 pandemic.

Commerce Secretary Wilbur Ross announced Thursday that $300 million in fisheries assistance funding would be provided under the Coronavirus Aid, Relief and Economic Security Act, or CARES Act, to states, tribes and territories for those in coastal and marine fisheries negatively affected by COVID–19.

“This relief package will support America’s fishermen and our seafood sector’s recovery,” Ross said in a statement.

The National Marine Fisheries Service, part of the National Oceanic and Atmospheric Administration, will use the allocations to award interstate marine fisheries commissions, Puerto Rico and the U.S. Virgin Islands to disburse the money, which is to address direct or indirect fishery-related losses as well as subsistence, cultural or ceremonial impacts related to COVID-19.

“We are going to rely primarily on our partners at the interstate marine fishery commissions during the award process because they have a demonstrated track record of disbursing funds provided to them quickly and effectively,” said Chris Oliver, assistant administrator for NOAA Fisheries.

National Marine Fisheries chief speaks out against shark fin sale bans

February 21, 2020 — Passing state or federal bans on sales of now-legally harvested shark fins would unnecessarily penalize U.S. fishermen and have little impact on the illicit global fin trade, said Chris Oliver, assistant administrator for the National Marine Fisheries Service, in an unusual position statement.

“The United States has some of the best managed shark fisheries in the world. Our laws and regulations prevent overfishing while maximizing commercial fishing opportunities and the economic value of our shark fisheries,” Oliver said in the statement issued Feb. 18. “Part of our science-based management is allowing fishermen to sell both the meat and fins of sustainably harvested sharks.”

Sentiment among NOAA officials has long been that U.S. fin sale bans — sought by environmental and conservation groups who want to end the practice of finning live sharks at sea — would not benefit shark management in U.S. waters. As campaigns for state- and federal-level fin sale bans continue the agency is becoming more outspoken about its position.

Oliver’s statement comes as Florida state lawmakers move closer to imposing a ban on the legal shark fin trade. Advocates say the state is a center for U.S. shark landings, and their avowed goal is to reduce fishing mortality on sharks. A bill for a federal sales ban passed the House of Representatives in November 2019 but remains bottled up in the Senate.

NOAA answers lobstermen’s critique of whale rules science

October 4, 2019 — NOAA Fisheries released a more detailed response Wednesday to criticisms of the science it used to develop new protections for North Atlantic right whales, refuting or clarifying several points while admitting data collection remains “an ongoing challenge.”

The response was attached to a letter from NOAA assistant administrator Chris Oliver to Patrice McCarron, executive director of the Maine Lobstermen’s Association. In August, the lobster trade group withdrew its support for the right whale protection plan approved in April by the federal Atlantic Large Whale Take Reduction Team.

In its Aug. 30 letter to NOAA Fisheries, the Maine Lobstermen’s Association said it based its defection on its own analysis of the science NOAA utilized in developing the right whale protection plan that points to the lobster industry as a chief cause of whale entanglements.

The MLA said its review concluded that lobster lines and gear are among the least prevalent causes of serious whale injuries or death.

Feds Eye Lobstermen’s Concerns About Plan to Save Whales

October 3, 2019 — The federal government says it’s considering the concerns of a lobster fishermen’s group about a plan to try to save an endangered species of whale.

The plan concerns the North Atlantic right whale, which numbers only about 400. The Maine Lobstermen’s Association pulled its support from the plan this summer because of concerns it placed too much onus on lobstermen, who would be called to remove miles of trap rope from the water.

The lobstermen’s group’s concerns included that right whales are also subject to entanglement in fishing gear in Canadian waters. Chris Oliver, assistant administrator for the National Marine Fisheries Service, released a letter Wednesday that said the U.S. is working with Canada to reduce that problem.

Dead right whale off New York raises toll — and pressure on NOAA

September 18, 2019 — A dead North Atlantic right whale found floating off New York’s Long Island Monday afternoon could raise the official death toll of the endangered species to 29 in the last two years, jacking up pressure on the U.S. and Canadian governments to slow those losses.

The latest find comes less than a week after Chris Oliver, NMFS administrator, said the agency will move ahead with rulemaking to reduce the risk of whale entanglements in fishing gear — despite a withdrawal of support for proposed measure by the Maine lobster industry.

“We intend to address the threats posed by gillnets and to humpback whales at future (Atlantic Large Whale) Take Reduction Team meetings,” Oliver said in a statement issued Sept. 11.

NMFS officials said the carcass was discovered 4 miles south of Fire Island Inlet, and was so decomposed that its age, sex and cause of death could not be determined immediately.

NOAA says it will do more analysis in wake of criticism of proposed whale rules

September 12, 2019 — NOAA Fisheries on Wednesday said it was disappointed the Maine Lobstermen’s Association pulled its support from the federal plan to implement stronger protections for right whales, but did not specifically address the lobster association’s criticisms of the science used to develop the plan.

The statement from Chris Oliver, assistant administrator for NOAA Fisheries, said the agency continues to review the lobster association letter and conduct additional analysis on the issues it raised. It said the agency will continue to work with the Maine Lobstermen’s Association “on any clarifying questions or concerns by other fisheries.”

Oliver also stated that the Atlantic Large Whale Take Reduction Team strives to develop consensus recommendations, but “the agency will consider the extent of support for alternative proposals when consensus is not reached.”

Oliver’s statement arrived following 11 days of silence from NOAA Fisheries after the Maine Lobstermen’s Association informed the agency on Aug. 30 that it was stepping away from the right whale take reduction plan.

NOAA Scientists Receive Presidential Early Career Awards

July 16, 2019 — The following was released by NOAA Fisheries:

What do a fisheries scientist, a seal veterinarian, and a whale acoustician have in common? They are all recipients of one of the most prestigious awards given to scientists early in their careers.

President Donald Trump announced the recipients of Presidential Early Career Awards for Scientists and Engineers on July 2. Awardees included NOAA Fisheries scientists Dr. Elizabeth Siddon (Alaska Fisheries Science Center), Dr. Michelle Barbieri (Pacific Islands Fisheries Science Center), and Dr. Melissa Soldevilla (Southeast Fisheries Science Center). Additionally, five NOAA scientists in the Office of Oceanic and Atmospheric Research were honored. All award recipients will receive their awards at a ceremony on July 25 in Washington, DC.

The awards recognize exemplary efforts in the field of science and technology and represent the highest honor bestowed by the U.S. Government to outstanding scientists and engineers beginning their independent research careers.

“I’m very proud of our award recipients and all their impressive accomplishments,” NOAA Fisheries Assistant Administrator Chris Oliver said. “They’ve become some of the most respected members of their field in only a short amount of time, and they embody the core values and goals of NOAA Fisheries, both in the workplace and in their communities.”

Feds seek to get S.C. claims tossed in seismic testing suit

April 25, 2019 — As cross-arguments continue between the many parties in a federal lawsuit seeking to block seismic testing off coastal waters of East Coast states, three more municipalities in the Carolinas will get their voices heard, while the federal government tries to get some of South Carolina’s specific claims tossed.

Conservation groups, including Georgia’s One Hundred Miles, filed the suit in December in order to stop the seismic testing that is the precursor to offshore oil and gas drilling. The federal government already awarded five companies permits for incidental harassment of marine mammals that would occur during seismic testing.

The federal defendants — the National Marine Fisheries Services, NMFS Assistant Administrator Chris Oliver and Commerce Secretary Wilbur Ross — argue in a Monday filing that South Carolina “states four novel and legally baseless theories raised by no other party in this suit.”

Those claims, according to the federal attorneys, are that 2017 orders by the president and the Commerce secretary were invalid because “they retract putative policies” from the Obama administration, that they seismic testing is a public nuisance, that any survey activities would constitute trespassing and that the survey activities violate admiralty law.
