Feds to begin review of wind farm off Long Beach

June 25, 2021 — A $3 billion proposal to build what would be New York state’s largest offshore wind farm is taking shape, with plans to run an underground cable through Long Beach to a substation near the E.F. Barrett Power Station in Island Park. A precise location for the cable has not yet been determined.

The federal Bureau of Ocean Energy Management will soon begin an environmental review of the construction and operation of what would be called Empire Wind, off Long Island’s South Shore. The review is expected to take two years, and the project would need state approval as well. Work on Empire Wind would begin no sooner than 2023. Long Beach would not be involved in the approval process, but would help determine the location of the underground cable.

The wind turbines would be about 15 miles offshore.

The Long Island Commercial Fishing Association is strongly opposed to the project, claiming that fish, and fishermen, will be adversely affected.

Equinor, a company based in Norway, has been awarded contracts by New York state, the first in 2019, to supply 816 megawatts of power to the state grid, connecting in Brooklyn. A second contract, for 1,260 megawatts, was awarded in January, for Long Island’s South Shore.

Federal bureau, US Army Corps of Engineers look to support more offshore wind energy

June 23, 2021 — Two federal agencies are partnering to pursue more offshore wind energy along the Atlantic Coast, though much of North Carolina’s coastline doesn’t seem to be involved.

Meanwhile, state officials are pursuing similar plans.

The Bureau of Ocean Energy Management and the U.S. Army Corps of Engineers issued an announcement June 14 they’ve entered into an agreement to support planning and reviewing renewable energy projects on the outer continental shelf. The partnership is made in an effort to pursue President Joe Biden’s Executive Order 14008, which commits to creating 30 gigawatts of offshore wind energy by 2030.

In an action mirroring President Biden’s executive order, Gov. Roy Cooper issued June 9 his own executive order, E.O. 218. According to a press release from his office, the order highlights “North Carolina’s commitment to offshore wind power.”

“Offshore wind power will help North Carolina create jobs and generate economic development while helping us transition to a clean energy economy,” Gov. Cooper said in the release. “North Carolina’s national leadership in clean energy and manufacturing, plus our highly trained workforce, create a strong business environment for offshore wind supply chain and manufacturing companies.”

BOEM public information officer Stephen Boutwell said in an email June 15 to the News-Times the bureau is “in the planning stages for potentially issuing additional wind leases offshore (of) North and South Carolina.”

NEW YORK: Video Simulation Shows What Empire Wind Project, Off Long Island And N.J., Will Look Like From Shore

June 23, 2021 — Offshore wind power is coming to New York for the first time, and it would be the largest wind farm in the nation to date.

As CBS2’s Carolyn Gusoff reports, a video simulation of what’s called the Empire Wind Project, off Long Island and New Jersey, shows what it will look like from shore.

Winds of change off Long Island, where offshore wind turbines will one day bring clean energy. To visualize the nation’s first large scale offshore wind farm, with its 174 turbines, the developer created a simulation from Jones Beach, which has some relieved they’re further offshore than first proposed.

The scallop industry objects to its placement.

“Fishermen can’t fish in a wind farm, and so building a wind farm on fishing grounds takes those fishing grounds out of play for the fishermen,” said David Frulla, an attorney for the scallop industry. “You are looking at people losing their livelihoods.”

“Frankly, the biggest threat to our fishing industry is climate change,” Esposito said.

The Bureau of Energy Management invites comment before impact studies are launched.

The Empire Wind Farm would be some 19 miles off Long Branch, New Jersey.

Kathryn Ford To Manage Lifeblood of Ocean Science: Data Collected Directly from Nature

June 22, 2021 — The following was released by NOAA Fisheries:

Kathryn Ford is now leading the center’s Population and Ecosystems Monitoring and Analysis Division. She is replacing Wendy Gabriel who retired in 2021 after 38 years with NOAA Fisheries.

This division executes a massive data acquisition, management, and analysis effort. It includes scientific ecosystem surveys on vessels operated by NOAA, universities, other national oceanographic laboratories, and fishing vessels. The team also analyzes biological trends in important fishery species. It conducts biological studies to understand how a range of ecosystem factors influence the growth and health of important fishery species.

Ford comes with a great respect for the work she will manage. “I believe in the science that this particular team brings to the table,” said Ford. “This division’s data collection and analysis are central to what the center does. They are the basis for all the other analyses.”

Ford comes to NOAA Fisheries after a career filled with multidisciplinary work in coastal and ocean science at the Massachusetts Division of Marine Fisheries.  Initially hired there to pilot a remotely operated towed vehicle in a conservation engineering study, she eventually rose to lead the division’s fisheries habitat program.

Trained as an oceanographer, Ford has applied those skills to coastal and ocean planning, artificial reefs and eelgrass restoration, aquaculture, and offshore wind energy development. She served on:

  • The first state joint task force to work with the Bureau of Ocean Energy Management on wind energy areas off Massachusetts and Rhode Island
  • The Northeast Regional Ocean Council
  • The New England Fishery Management Council’s Habitat Plan Development Team

With Sale, Feds Push Wind Energy

June 18, 2021 — The federal Department of the Interior announced on Friday a proposed sale for offshore wind development on the outer continental shelf in the New York Bight, an area of shallow waters between Long Island and the New Jersey coast.

The sale would be the first competitive offshore wind lease sale of President Biden’s administration, which previously announced a goal of installing 30 gigawatts of offshore wind energy by 2030.

The proposed lease areas have the potential for seven gigawatts of wind energy, sufficient to power more than 2.6 million residences and support thousands of new jobs, according to a statement from the Interior Department.

The proposed sale notice includes eight lease areas in the New York Bight that could be auctioned for commercial wind energy development. A proposed sale notice published in the Federal Register on Friday opened a 60-day public comment period and provides information about potential areas that could be available for leasing, proposed lease provisions and conditions, and auction details. Comments received will be made available to the public and considered before a decision is made as to whether to publish a final sale notice, which would announce the time and date of a lease sale.

Feds Add NY-NJ Waters to Gulf of Mexico in Offshore Wind Development Spurt

June 15, 2021 — In the latest Biden administration push to meet its target to deploy 30 GW of U.S. offshore wind energy by 2030, Interior Secretary Deb Haaland said that her agency jumpstarted the process announced in March to lease federal ocean tracts for projects in the New York Bight area between Long Island, N.Y., and coastal New Jersey.

The preliminary lease notice, published on June 14, follows a US Interior Dept. alert on June 11 that it will also open Gulf of Mexico areas for project development, seeking builder interest and public comment.

The government notice for the New York lease, which foresees up to 7 GW of offshore wind in three designated zones, launches a 60-day comment period, with specifics on lease proposal dates and exact lease sites to follow. Most observers speculate the lease auction will be held this year.

Currently, 11 developers have indicated interest in building projects in those areas and are approved to bid by Interior’s Bureau of Ocean Energy Management, the agency said. It said the areas could provide more than 9.8 GW of developable power supply.

Annie Hawkins, executive director of Responsible Offshore Development Alliance, which represents fishing interests and has been a vocal project opponent, noted developer mandates to consult on potential impacts before turbine array designs are proposed. But in a statement, she remains  concerned about opening new lease areas in the Bight, “which is perhaps the most spatially conflicted area in the country.”

Feds propose leasing effort offshore commercial wind between New Jersey, New York

June 14, 2021 — The federal government wants to lease land in shallow water between Long Island and the New Jersey coast for offshore commercial wind energy development and the creation of union jobs.

The feds say the land, located on the Outer Continental Shelf (OCS) in the New York Bight, could enable more than 7 gigawatts of offshore wind energy and power more than 2.6 million homes. In addition, officials said the plan would support President Joe Biden’s goal of installing 30 gigawatts of offshore wind energy by 2030.

The proposed “competitive lease sale” includes a 60-day public comment period, and the Bureau of Ocean Energy Management (BOEM) is seeking feedback on several mandates tied to the sale, including the requirement “to create good-paying union jobs and engage with all stakeholders and ocean users,” according to a news release.

The “announcement of new proposed lease stipulations puts a priority on creating and sustaining good-paying union jobs as we build a clean energy economy,” Secretary of the Interior Deb Haaland said in a news release, saying that climate change “poses an existential threat.”

Fishing Report: US agencies take on wind farm fish surveys

June 14, 2021 — The Bureau of Ocean Energy Management and the National Oceanic and Atmospheric Administration have joined forces to address fish survey challenges presented by offshore wind farms. The NOAA and fishermen have expressed concern about the ability to do fish surveys in wind farm lease areas.

The aim of this joint BOEM/NOAA program is to mitigate the impact of not doing surveys in areas that have traditionally been studied.

NOAA Fisheries’ scientific surveys are essential for setting quotas for commercial and recreational fishermen, as well as monitoring and assessment for recovery and conservation programs for protected species and essential fish habitats.

The program will address impacts from exclusion of NOAA Fisheries’ sampling platforms from the wind development area due to operational and safety limitations; impacts on the random-stratified statistical design that is the basis for scientific assessments, advice and analyses; as well as alteration of benthic and pelagic habitats and airspace in and around the wind energy development. A timeline for initial actions will be developed as part of the program.

BOEM to offer New York Bight wind leases; scallop fishermen urge delay

June 14, 2021 — The Bureau of Ocean Energy Management will offer eight new offshore wind lease areas in the New York Bight, potentially opening up to 627,000 acres for energy development between New Jersey and Long Island.

With a potential for more than 7 gigawatts of generation, the lease areas are touted by the Biden administration as a new economic engine for the region ¬– with and explicit promise by Interior Secretary Deb Haaland to put “a priority on creating and sustaining good-paying union jobs as we build a clean energy economy.”

Northeast state governors and lawmakers have pushed offshore wind development as a new industry that will benefit their political allies in organized labor, and that theme is front and center in the administration’s new “all-of-government” push.

The announcement Friday brought immediate pushback from commercial fishermen in the scallop industry, one of the nation’s richest and most successful fleets, urging BOEM to delay leasing and adjust the proposed areas to preserve important shellfish habitat.

The agency should “shift the boundaries of the Hudson South area just five miles, so BOEM can better ensure that critical scallop populations will be unaffected, while not diminishing the potential for wind power in the area,” according to the Fisheries Survival Fund, an advocacy group for the East Coast scallop industry.

Biden administration proposes offshore wind leases off LI, NJ

June 14, 2021 — The Biden administration on Friday took another major step toward powering local electric grids with offshore wind power, releasing a proposed sale notice for hundreds of thousands of acres off the coasts of Long Island and New Jersey.

An auction for the lease areas could take place later this year or early next, pending a 60-day comment period, an environmental assessment and other steps, officials have previously said, with development of the wind areas potentially taking place in mid- to late 2020s and beyond.

The Department of the Interior’s Bureau of Ocean Energy Management earlier this year had released maps of the proposed sites and, after briefly including areas off the entire East End of Long Island, ultimately eliminated two sections located 15 miles south of the Hamptons. BOEM said they’re not being included “at this time” due to maritime traffic concerns, commercial fisheries, commercial viability and “state preferences.”

On Friday, the Fisheries Survival Fund, representing scallop fishermen and others in the industry, urged the Biden administration to “incrementally change” the proposed lease areas, noting that two are “located in particularly sensitive areas for scallops,” and would have a “serious negative impact” on the scallop fishery.

BOEM, in a statement, said the lease process will include a list of stipulations that would require developers to, among other things, issue a summary of existing users of their area and a “description of efforts to minimize any conflict between existing users” and the developer.
