Discovery spinning off fishing show

December 21, 2015 — NEW YORK – Makers of the popular Discovery network series “Deadliest Catch” are heading south to a fishing village in Oregon for a spinoff.

The new series, called “Deadliest Catch: Dungeon Cove,” is set to premiere next fall.

It will focus on families involved in the Dungeness crab fishing industry in Newport, Oregon, the network said Friday.

The announcement doesn’t mean that the original series, which is set to begin its 12th season in the spring, is winding down, said Joseph Boyle, Discovery’s executive producer for the show.

Discovery executives were intrigued by the spinoff proposal from Original Productions, which makes “Deadliest Catch,” he said. The original series, about fishing boats in Alaska’s Bering Sea, is one of the network’s signature programs.

Former Dutch Harbor Fisheries Observer Keith Davis Missing At Sea Off Peru

October 26, 2015 — With crab season under way in the Bering Sea, some 70 crab boats are bobbing around Alaska’s Bristol Bay and the Aleutian Islands. About a dozen of those boats have a fisheries observer on board. The observers keep tabs on what the boats haul up from the deep.

Keith Davis was supposed to be one of those observers, but he went missing in September while working on a boat off the coast of South America. KUCB’s John Ryan reports.

Davis has been a fisheries observer for more than 15 years. His employer says he was planning to return to Dutch Harbor this winter to do more observing work.

But Davis vanished while working on a transshipment vessel about 500 miles off the coast of Peru. He disappeared one afternoon while a boat was offloading tuna to the Taiwanese ship that he was working on. The ship sailed under the flag of Panama.

The Panamanian government, the U.S. Coast Guard and the FBI are investigating his disappearance. Davis’s friends suspect foul play.

Goodman: “Absolutely do.  For a number of reasons.”

Lynn Goodman is a fisheries observer and a friend of Keith Davis.

Goodman: “I met Keith in our Dutch Harbor bunkhouse while we were both observing on crab boats.”

She says Davis was exceptionally safety conscious and there’s no way he would have been on board a ship without a life jacket, let alone just fall off unnoticed.

Countries take action against fish pirates

October 23, 2015 — Fish pirates are coming under fire as more countries band together to stop them from pilfering the world’s oceans.

So called Illegal, Unreported and Unregulated (IUU) fishing accounts for one-fifth of global catches, according to the Global Ocean Commission, valued at $10 to $25 billion each year.

Last month, at the Intergovernmental Consultative Committee meeting held in Portland, Ore., the United States and Russia signed a bilateral agreement to combat IUU fishing. The pact, which has strong support from the Pacific Northwest/Alaska regions as well as environmental groups, aims to improve coordination among the multiple government agencies in both countries to combat IUU fishing.

That will mean a big break for Bering Sea king crab — the poster child for being whacked by a pirate fishery.

For decades, Alaska crabbers have competed against king crab illegally caught by Russian fleets. Direct losses to Bering Sea crabbers are estimated at $600 million since 2000, according to an analysis by the Juneau-based McDowell Group.

Based on the weights of Russian crab purchased by global buyers versus official Russian harvest figures, pirated king crab totaled nearly 100 million pounds in 2013, accounting for 40 percent of the world market.

Mark Gleason, executive director of the trade group Alaska Bering Sea Crabbers, was thrilled with the U.S./Russia agreement.

“The fact that there has been a formal acknowledgement between the U.S. and Russia that illegal fishing is a problem, and it is an issue that is worthy of cooperation between our two countries – it is unprecedented, and a very welcome change,” Gleason said, adding that it is hard to put a number on Alaska’s fishing losses from the criminal activity.

October 16, 2015 — Fish pirates are coming under fire as more countries band together to stop them from pilfering the world’s oceans.

So called Illegal, Unreported and Unregulated (IUU) fishing accounts for a fifth of the global catch, according to the Global Ocean Commission, valued up to $25 billion a year.

“If we’ve lost $600 million because of decreased ex-vessel prices, then obviously the fishing-dependent communities have also lost millions in taxes and landing revenues. So it’s not just an issue that impacts crab harvesters. It hurts communities, the State of Alaska and frankly, it impacts the legal Russian producers because we all are competing in the same markets. There’s a lot of pain to go around.”

Aleutians monument fought as threat, derided as ‘straw man’

September 29, 2015 — Alaska Congressman Don Young and other Republicans on the House Natural Resources Committee this morning attacked the idea that President Obama might create a marine national monument around the Aleutian Islands, with unknown effects on the fishing industry. But the administration has given no sign it’s considering the notion.

At a subcommittee hearing, Congressman Young said a marine national monument around the Aleutians would be terrible for the fishing industry.

“I’ve watched this over and over: The creeping cancer of the federal government overreaching,” Young said. “The worst managers of any resource is the federal government. They do not manage. They preclude.”

The idea of protecting the waters of the Aleutian Chain came from environmentalist and retired UAA professor Rick Steiner. Last year, he proposed a massive marine sanctuary, covering all the federal waters of Bristol Bay and thousands of miles of the Bering Sea. The National Oceanic and Atmospheric Administration killed the idea, saying it lacked local support. That seemed to be the end of it, except that Steiner launched an online petition telling President Obama he should create an Aleutian national monument instead. (Under the Antiquities Act, the president can just declare a monument on his own.) Steiner’s plea to Obama, on thepetitionsite.com, has attracted more than 100,000 supporters, many from foreign countries. Steiner was not invited to the hearing to defend his idea.

Alaska Bering Sea Crabbers Applaud US and Russia for Historic Cooperation to Combat Illegal, Unregulated, & Unreported (IUU) Fishing

September 11, 2015 — PORTLAND, Ore. –– The following was released by Alaska Bering Sea Crabbers:

Alaska Bering Sea Crabbers (ABSC) is pleased to announce the signing of a bilateral agreement between the United States and Russia to combat Illegal, Unreported, and Unregulated (IUU) fishing. The agreement was signed earlier today as part of the 26th U.S.- Russia Intergovernmental Consultative Committee (ICC) on Fisheries meeting. This agreement has been several years in the making and signifies a new era of cooperation between the two nations in combating Illegal, Unregulated, and Unreported (IUU) fishing.

ABSC President Edward Poulsen issued the following statement: “For far too many years the Alaskan crab industry has faced stiff market competition from illegally harvested Russian king crab. The blatant poaching on the Russian side has impacted not only Alaskan crab fishermen and Alaskan coastal communities, but also legitimate Russian producers and Russian citizens. We welcome this historic agreement and are hopeful that it will result in meaningful action being taken to halt this illegal activity.”

Today’s agreement includes provisions for increased coordination and cooperation between our two nations and should improve the ability for US customs agents to detect illegal crab shipments into the US as well as aid in the investigation and eventual prosecution of suspected criminals. The Alaskan crab industry has lost an estimated $600 million in revenue since 2000 due to illegally harvested Russian crab. In addition, Alaskan coastal communities have also lost millions more in tax revenue. As such, the agreement has broad support from within the industry.

New Comprehensive Bering Sea Climate Change Study to Focus on Fish and Fishing and Provide Insights for Management in a Changing Marine Environment

August 26, 2015 — The following was released by NOAA:

The southeastern Bering Sea is an enormously productive ecosystem. It produces over 40% of the nation’s total annual fish catch. The pollock fishery operates here — one of the nation’s most important commercial fisheries in both annual yield and value. It is also home to an exuberant diversity of wildlife, from seabirds to seals to whales. However, as the climate changes, the species here, and the people who rely on them, will have to adapt.

To understand these changes, government and academic scientists are working together to assess their possible biological and ecological consequences. This work will provide insights that fishery managers can use to help ensure the sustainability and resiliency of this rich and dynamic ecosystem.

An Unprecedented Effort with National and Global Implications

NOAA Fisheries Alaska Fisheries Science Center, NOAA Research’s Pacific Marine Environmental Laboratory and the University of Washington, through the Joint Institute for the Study of the Atmosphere and Ocean, are taking a multi-disciplinary approach, combining physical oceanography and fisheries science, to provide abundance estimates for key fish stocks and potential management options for the future.

Scientists will produce various projections of what the Bering Sea ecosystem will look like under different climate and fishing scenarios. For instance, rising sea temperatures will likely cause some species to thrive and others to decline. Reliable predictions of these changes will allow fishermen and coastal communities to plan ahead and will help resource managers ensure that fisheries and the seafood supply remain stable over the long term.

Although this study focuses on the Bering Sea, it will generate new methods of interdisciplinary research that NOAA Fisheries hopes to replicate in other parts of the nation. Under the NOAA Fisheries Climate Strategy, staff are developing regional action plans to anticipate and respond to climate change. Information generated through this study will contribute to development of an Alaska regional action plan.

“We’re really excited about this project because it’s part of a broader effort to produce a global picture of fish productivity and best fishery management practices in a changing marine environment,” said Anne Hollowed, co-project lead and supervisory research fishery biologist at NOAA Fisheries’ Alaska Fisheries Science Center.

NOAA Fisheries also plans to share the results of this project with the Intergovernmental Panel on Climate Change. This international body is preparing a 2021 report on the impacts of climate change on marine ecosystems and coastal communities.

Building Blocks in Place Making Effort Possible

Several models already exist for the region that look at climate, ocean and air circulation patterns, the ecosystem, fish stock health and the socio-economics of fishing communities and businesses.

“We plan to expand the scope of existing models by incorporating varied data and, in some cases, combining models to generate future climate scenarios,” said Andre Punt, project lead for the University of Washington.

Focus Species

Over this three-year project, scientists will use biological data for several commercially and ecologically important fish species, for which linkages exist between fish productivity and climate variability. Key species include walleye pollock, Pacific cod, arrowtooth flounder, northern rock sole and snow crab.

Scientists will try to account for what fish species eat and what eats them. In other words, they will add a range of data to the models that considers the entire food chain, from plankton through top predators like whales and humans. They will also incorporate oceanographic data such as water temperature, salinity, currents, and biogeochemistry into the models.

“It’s both exciting and daunting to see how environmental data are used in a multi-disciplinary framework. It raises new challenges for ocean and climate modeling, and opens new doors,” said Wei Cheng, a physical oceanographer from the University of Washington and NOAA affiliate with the Pacific Marine Environmental Lab participating in the project.

“We know that widespread change is coming to Alaskan marine ecosystems with the potential to affect everything from sea ice to fisheries,” said Kirstin Holsman, co-project lead and research scientist, NOAA Fisheries’ Alaska Fisheries Science Center. “Through this coordinated, multi-pronged research effort, we can better understand what that change will look like, what uncertainty there is, and how we can adjust our management to continue the region’s legacy of sustainable fisheries under climate change.”

Bering Sea Crabbers Issue White Paper on Measures to Deny IUU Crab Entry to US

The Bering Sea Crabbers along with Frequentz – a traceability company – have released a white paper on IUU crab.

The group has argued that large amounts of IUU crab entering the US have cut into the market value of Alaskan crab, although the amounts vary considerably from year to year.

The white paper supports three solutions that would cut back IUU crab even further.

The first is for the Senate, which has ratified the Port States Treaty, to pass the implementing legislation, which is necessary before the US ratification can be official. Ultimately, this would bring the policing practices of the rest of the world much closer to the standards that already exist in the U.S. and make it more difficult for illegal product to enter the supply chain and diminish the value of product caught by U. S. fishermen.

Secondly, the crabbers want to see country of origin labeling required on cooked king crab. Although many retailers disclose whether their king crab is a product of USA or Russia, because it is a cooked product normally sold unpackaged it does not fall under the same Country of Origin labeling rules as other seafood. Crabbers would like mandatory country of origin requirements on all forms of crab.
