AP to cover oceans, fisheries with Walton grant

January 7, 2022 โ€” The Associated Press today announced it will create a new investigative reporting team to cover oceans and fisheries with support from the Walton Family Foundation.

The grant will expand the news agencyโ€™s efforts to cover corruption, labor abuses and environmental issues within the fishing industry and its complex supply chains. AP retains editorial control of all content.

Scallop & Fishing Industry, Municipalities, Sue Feds to Ensure Seafood Interests Are Considered in NY Bight Wind Energy Project

December 8, 2016 โ€” The following was released by the National Coalition for Fishing Communities:

WASHINGTON โ€” December 8, 2016 โ€“ The Fisheries Survival Fund (FSF), which represents the majority of the limited access Atlantic scallop fleet, is the lead plaintiff in a lawsuit seeking a preliminary injunction to delay an anticipated lease sale for the development of a 26-mile long wind farm project approximately 11 miles off the coast of Long Island, scheduled for December 15, 2016. The story was broken today by the Associated Press.

The filing alleges that the leasing process for the Bureau of Ocean Energy Management (BOEM) did not adequately consider the impact the proposed New York Wind Energy Area would have on the regionโ€™s fishermen. The site chosen for the 127 square mile wind farm is in the waters of the New York Bight on vital, documented scallop and squid fishing grounds, which serves as essential fish habitat and grounds for other commercially important species, including black sea bass and summer flounder. It is also an important foraging area for threatened loggerhead sea turtles and critically endangered North Atlantic right whales.

The lawsuit argues that fishermenโ€™s concerns regarding the location of the lease area received โ€œvirtually no attention or analysisโ€ from government officials ahead of the planned December 15 lease sale, despite fishing stakeholders repeatedly making their concerns known. It further states that BOEM failed to identify the proposed wind farmโ€™s environmental, economic, social, and cultural impacts, and failed to โ€œconsider alternative sites in an open, collaborative, public forum.โ€

Several other members of the National Coalition for Fishing Communities (NCFC)โ€”including commercial fishing organizations, businesses, and communities that depend on the sustainable use of Atlantic Ocean resourcesโ€”have joined the lawsuit. The suit was filed against Secretary of the Interior Sally Jewell, BOEM, and BOEM Director Abigail Hopper.

Organizations joining the lawsuit include: the Garden State Seafood Association and the Fishermenโ€™s Dock Co-Operative in New Jersey; the Long Island Commercial Fishing Association in New York; and the Narragansett Chamber of Commerce and Rhode Island Fishermenโ€™s Alliance in Rhode Island.

The City of New Bedford, Massachusetts, the nationโ€™s top-grossing fishing port; the Borough of Barnegat Light, New Jersey; and the Town of Narragansett, Rhode Island have joined as plaintiffs. Also joining are three fishing businesses: SeaFreeze Shoreside, Sea Fresh USA, and The Town Dock.

The New York Bight consists of the waters from Cape May Inlet in New Jersey to Montauk Point on the eastern tip of Long Island, and offshore to the outer edge of the Continental Shelf, where the coasts of New York and New Jersey form an upside-down L around shallow waters of the Atlantic Ocean.

The plaintiffs are represented by the law firm of Kelly, Drye & Warren.  The case will be heard by Judge Tanya Chutkan in the United States District Court for the District of Columbia, Case No. 1:16-cv-02409.

HONOLULU CIVIL BEAT: Inquiry, Intervention Needed Now In Fishing Exploitation

September 20, 2016 โ€” A human rights outrage that has quietly simmered below the public consciousness in recent years exploded on the national scene just days ago when the Associated Press disclosed near slavery conditions for foreign workers on American fishing boats in Honolulu and San Francisco.

A six-month investigation by Pulitzer Prize winners Martha Mendoza and Maggie Mason corroborated what has been known by senior U.S. officials and the Hawaii restaurant industry, among others, for years: U.S. flagged boats employ undocumented men, confining them to the ships sometimes for years because they lack the required visas to permit them to come ashore.

Theyโ€™re paid as little as 70 cents an hour and often work 20 hours a day at backbreaking, sometimes dangerous tasks with the approval of the U.S. government but none of its legal protections.

As Civil Beatโ€™s Washington, D.C., columnist Kirsten Downey reported Friday, the report has prompted the U.S. Department of Labor to investigate, with U.S. Sen. Brian Schatz and Rep. Tulsi Gabbard pushing for immediate action to provide protections for the workers. Congressional candidate Colleen Hanabusa called for the U.S. Department of Homeland Security to investigate, as well โ€” it is home to the Coast Guard and Immigration and Customs Enforcement.

According to the AP report, Sen. Mazie Hirono sought to provide some help through legislation that would permit the fishers to fly into the United States. That would expand the transit visas already allowed the men, who are permitted to fly home from the Honolulu airport, despite technically never having legally entered the United States. But even that modest assistance did not pass.

Hanabusa and Schatz both made the point that, thus far, the matter consists of media findings that must be officially investigated. Thatโ€™s of course necessary and appropriate, as well as long overdue.

AP Explore: Seafood from slaves

April 21, 2016 โ€” Over the course of 18 months, Associated Press journalists located men held in cages, tracked ships and stalked refrigerated trucks to expose the abusive practices of the fishing industry in Southeast Asia. The reportersโ€™ dogged effort led to the release of more than 2,000 slaves and traced the seafood they caught to supermarkets and pet food providers across the U.S. For this investigation, AP has won the 2016 Pulitzer Prize for Public Service.

Maine To Shut Down Most Productive Scallop Ground For Season

AUGUSTA, Maine (AP) โ€” Maine fishing regulators are shutting down more key scallop grounds as fishermen exceed targeted levels for the year.

The state Department of Marine Resources says it is closing Cobscook Bay, the most productive scallop fishing area in Maine. It is also shutting down the Owls Head area of Lower Penobscot Bay and limiting the St. Croix River to one day per week for draggers and one day per week for divers.

December 13, 2015 โ€” SAMUT SAKHON, Thailand (AP) โ€” Every morning at 2 a.m., they heard a kick on the door and a threat: Get up or get beaten. For the next 16 hours, No. 31 and his wife stood in the factory that owned them with their aching hands in ice water. They ripped the guts, heads, tails and shells off shrimp bound for overseas markets, including grocery stores and all-you-can-eat buffets across the United States.

After being sold to the Gig Peeling Factory, they were at the mercy of their Thai bosses, trapped with nearly 100 other Burmese migrants. Children worked alongside them, including a girl so tiny she had to stand on a stool to reach the peeling table. Some had been there for months, even years, getting little or no pay. Always, someone was watching.

No names were ever used, only numbers given by their boss โ€” Tin Nyo Win was No. 31.

Pervasive human trafficking has helped turn Thailand into one of the worldโ€™s biggest shrimp providers. Despite repeated promises by businesses and government to clean up the countryโ€™s $7 billion seafood export industry, an Associated Press investigation has found shrimp peeled by modern-day slaves is reaching the U.S., Europe and Asia.

The problem is fueled by corruption and complicity among police and authorities. Arrests and prosecutions are rare. Raids can end up sending migrants without proper paperwork to jail, while owners go unpunished.

More than 2,000 trapped fishermen have been freed this year as a result of an ongoing Associated Press investigative series into slavery in the Thai seafood industry. The reports also have led to a dozen arrests, millions of dollarsโ€™ worth of seizures and proposals for new federal laws.

New restrictions set for recreational fishing for cod, haddock in Maine

August 15, 2015 โ€” Maine fishing regulators are enacting new restrictions on recreational fishermen who fish for cod and haddock.

Maineโ€™s new rules went into effect on Aug. 8 and apply to charter, party and recreational fishing vessels in state waters. Cod fishing in the state is now closed, and it is unlawful for recreational fishermen to take or possess cod in state waters. The minimum size for haddock caught by recreational fishermen is being reduced to 17 inches.

Maine approves new card system to track sea urchin sales

PERRY, Maine (AP) โ€” July 5, 2015 โ€” Maine wants to get better and timelier information about the harvest of its sea urchins, which are the most valuable in the country, and it will begin doing so with a new swipe card system in a few weeks.

Maine sea urchins are harvested for their roe, which is especially popular in Japan and Japanese restaurants in America as sushi and sashimi. The swipe card system is similar to a program the state unveiled for its baby eel fishery last year.

The new card system will allow the state to collect information about volume and price of urchin sales in real time, said Maggie Hunter, a biologist with the Maine Department of Marine Resources. The season begins Sept. 1 and Hunter said the cards will likely be ready by October.
