ALASKA: Pandemic restrictions create uncertainties for Bering Sea crab fleet

September 16, 2020 — Bering Sea crabbers will soon know how much they can pull up in their pots for the season that opens Oct. 15.

This week the Crab Plan Team, advisers to state and federal fishery managers who jointly manage the fisheries, will review stock assessments and other science used to set the catches for Bristol Bay red king crab, Tanners and snow crab.

Normally, the biggest driver would be data from the annual summer trawl surveys that have tracked the stocks for decades. But this year, the surveys were called off due to the coronavirus, and that has crabbers worried.

“There are certainly some added uncertainties,” said Jamie Goen, executive director of the trade group Alaska Bering Sea Crabbers, which represents harvesters.

COVID-19 forces cancellation of annual Alaska fish and crab surveys

June 10, 2020 — Surveys of Alaska’s fish, crab and halibut stocks in the Bering Sea have been called off or reduced due to constraints and dangers posed by the coronavirus.

In what they called an “unprecedented” move, the fisheries division of the National Oceanic and Atmospheric Administration announced in late May that five Alaska surveys will be canceled this summer “due to the uncertainties created by the COVID-19 pandemic, and the unique challenges those are creating for the agency.”

NOAA said in a statement it found “no way to move forward with a survey plan that effectively minimizes risks to staff, crew, and the communities associated with the surveys.”

The annual surveys are the cornerstone of Alaska’s sustainable fisheries management and provide data on how fish stocks are trending, where they are and, ultimately, how much will be allowed for harvest each year.

Alaska: NOAA vet named head of crab group

May 8, 2018 — Jamie Goen, a veteran of NOAA’s National Marine Fisheries Service as well as the International Pacific Halibut Commission, is the new executive director of Alaska Bering Sea Crabbers.

Goen most recently worked as branch manager with the International Pacific Halibut Commission, overseeing its fisheries data collection programs.

Before that, she worked as the congressional affairs liaison to the head of NOAA. While at NOAA for 15 years, she worked on fishing quota programs, including serving as the lead on implementation of the Trawl Rationalization Program. In addition, she also worked in New England on the Atlantic Sea Scallop Quota Program.

“Goen comes with a wealth of experience in fisheries management, starting in her career traveling the world on oceanographic vessels running scientific equipment, having sailed every ocean except the Arctic,” Alaska Bering Sea Crabbers said in a press release.

Crab Fight! Aboard Alaska’s Quest To Be America’s King Of Crab

February 28, 2018 — Deep in the Bering Sea off Alaska’s Aleutian Islands, the U.S. and Russia share fishing waters that are home to this nation’s supply of king and snow crab. Predictably, the relationship is contentious. While the two nations compete for room on your plate, the deck is stacked against Alaskan fisheries thanks to cheaper imported product and illegal crab. Despite the economics, the Alaskan crab industry, made famous by The Discovery Channel’s hit show Deadliest Catch, fights for quality and sustainability in a competitive, and sometimes sketchy, global market.

Alaska’s modern fishing industry accounts for nearly 60% of America’s seafood, and today’s sustainability practices stem from the Alaskan constitution, written in 1959. But the 1976 Magnuson-Stevens Fishery Conservation and Management Act marked the first significant shift in the regulation of our modern seafood, starting with redefining our fishing boundaries.

“Magnuson-Stevens expanded our coast from three to 200 miles offshore,” says Tyson Fick, Executive Director of Alaska Bering Sea Crabbers. “We decided we were tired of foreign fleets fishing off our shore, and we said, ‘You know what’? Those are our fish.’ We stepped up and claimed it.”

2005 was another year of sweeping changes. Magnuson-Stevens implemented a catch-share program, reducing the number of crab-fishing boats from three hundred to about eighty. The drastic cut sounds harsh, but crabbing was dangerous, even by today’s standards. Excellent seamen competed with less experienced captains commanding inadequate vessels in a race to catch crab regardless of the weather. People died. Crowded ports meant the catch was stretched thin and few were making decent money. Talented captains were falling into debt.

ALASKA: Crashing Bering Sea crab numbers have fishermen on edge

September 6, 2016 — Bering Sea crabbers were stunned last week when outlooks for the upcoming fall and winter fisheries were revealed.

Results of the annual summer surveys by state and federal scientists showed numbers of mature male and females dropped sharply across the board for the big three:  opilio (snow crab), their larger cousins, bairdi Tanners, and red king crab.

“I don’t think anybody was expecting the numbers to be as low as they ended up. That was a shock,” said Ruth Christiansen, science adviser and policy analyst for the trade group Alaska Bering Sea Crabbers.

Managers use different criteria for setting quotas for the three crab species. For snow crab, the state chooses from what it believe is the most reliable of three data sets. Christiansen said she expects that fishery to be a go, albeit with a smaller catch quota.

“I’m not worried about that one not opening. But given the information we have and the state’s tendency to always be cautious, the catch will be lower than the 40.6 million pounds from last year,” Christiansen said.

Alaska Bering Sea Crabbers Announce Updated Seafood Watch Recommendations for King and Snow Crab in Alaska

March 2, 2016 — The following was released by the Alaska Bering Sea Crabbers:

The Monterey Bay Aquarium Seafood Watch® program has just released new and updated assessments on King and Snow crab from Alaska. Bristol Bay Red King (Paralithoides camtschaticus) crab from the Eastern Bering Sea has been elevated to a “Best Choice” by Seafood Watch. With this updated recommendation, all of the major crab fisheries in the Eastern Bering Sea, including two species of Snow crab (Chionoecetes opilio and C. bairdi) and Blue King crab from St. Matthews Island (P. platypus) meet Seafood Watch’s “Best Choice” standard.

The updated Seafood Watch recommendations maintain the “Avoid” status for all crab fisheries in the Russian portion of the Bering Sea, the Sea of Okhotsk, and the Northern Sea of Japan. These “Avoid” listings reflect the fact that stocks are at critically low levels as a result of rampant illegal fishing and highly ineffective management.

“With these updated recommendations the Seafood Watch program is just confirming what we have known for years. King and Snow crab from Alaska is clearly the ‘Best Choice’ if you care about the health of the oceans and wish to support sustainable fisheries. We hope that consumers, retailers, and those in the food service industry will use these recommendations to make informed purchasing decisions and demand King and Snow crab from Alaska,” said Alaska Bering Sea Crabbers Science & Policy Analyst Ruth Christiansen.

President Obama signs new IUU fishing law

November 8, 2015 — Pirate fishing legislation signed into law by President Obama on Nov. 5 opens access to better protection for domestic fishermen from illegal competition from illegally harvested fish entering U.S. ports and markets.

A statement issued from the White House said that the United States will now join in a global effort to ratify and implement the Port State Measures Agreement, which will prevent vessels carrying fish caught illegally from entering American ports, keep illegal product out of domestic markets and demonstrate America’s continued leadership in the global fight against IUU fishing.

Of the 25 countries needed for the treaty to enter into force, more than half have signed and the U.S. will continue to work closely with its partners around the world to finalize this treaty, the statement said.

President Obama signed H.R. 774, the Illegal, Unreported and Unregulated Fishing Enforcement Act of 2015, in the wake of congressional approval of the legislation several years in the making.

Secretary of State John Kerry on Oct. 23 hailed the U.S. Senate’s unanimous approval of the bill, saying that he would continue to urge them to join the Port State Measures Agreement as well. 
”And because we know that no single nation can possibly police the entire sea, we’ll also begin to implement Sea Scout, an initiative I announced earlier this month at the Our Ocean conference in Chile,” he said.

“Sea Scout is aimed at enhancing global coordination, information sharing, and ultimately enforcement on IUU fishing from pole to pole and across the equator, to help ensure that no patch of it is beyond the law.”

Crabbers Applaud Bipartisan Effort to Combat Illegal Fishing

November 9, 2015 — The following was released by the Alaska Bering Sea Crabbers:

The Alaska Bering Sea Crabbers (ABSC) applaud the Obama Administration and members of Congress from both sides of the aisle for their bipartisan effort to combat Illegal, Unreported, and Unregulated (IUU), or “pirate” fishing. Late last week President Obama signed into law H.R. 774, the “Illegal, Unreported, and Unregulated Fishing Enforcement Act.”

Originally introduced in the House by Representatives Bordallo (D-GU) and Young (R-AK) and championed in the Senate by Senators Murkowski (R-AK), Sullivan (R-AK), and Schatz (D-HI), this vital legislation will help “level the playing field” for America’s commercial fishermen who often face stiff market competition with illegally harvested seafood products. This legislation complements other ongoing efforts to prevent illegal seafood from entering US ports.

The legislation also allows the US to continue its leadership on the issue of pirate fishing at the international level through formal ratification and implementation of the Port State Measures Agreement. The Agreement is the first global instrument specifically designed to address the issue and calls upon signatory nations to effectively police their ports and prevent illegally harvested seafood products from entering into commerce.

These efforts are particularly relevant for crabbers and coastal communities in Alaska. For nearly two decades the Alaskan crab industry has been the “poster child” of what can happen to law-abiding fishermen when their markets are flooded with illegal product. According to a 2013 Wall Street Journal article, Administration officials estimate that illegal Russian crab has cost Alaskan crabbers $560 million since 2000. This translates to millions of dollars in lost tax revenue to Alaskan coastal communities.

While crab poaching in Russia has declined over the past few years, recent comments by the Russian Association of Crab Catchers indicate the very high likelihood that poaching will resume on a larger scale in the coming year as a result of reduced legal quotas in the Russian Far East. As such, passage of this legislation is particularly timely and welcomed by Alaskan crabbers.

Countries take action against fish pirates

October 23, 2015 — Fish pirates are coming under fire as more countries band together to stop them from pilfering the world’s oceans.

So called Illegal, Unreported and Unregulated (IUU) fishing accounts for one-fifth of global catches, according to the Global Ocean Commission, valued at $10 to $25 billion each year.

Last month, at the Intergovernmental Consultative Committee meeting held in Portland, Ore., the United States and Russia signed a bilateral agreement to combat IUU fishing. The pact, which has strong support from the Pacific Northwest/Alaska regions as well as environmental groups, aims to improve coordination among the multiple government agencies in both countries to combat IUU fishing.

That will mean a big break for Bering Sea king crab — the poster child for being whacked by a pirate fishery.

For decades, Alaska crabbers have competed against king crab illegally caught by Russian fleets. Direct losses to Bering Sea crabbers are estimated at $600 million since 2000, according to an analysis by the Juneau-based McDowell Group.

Based on the weights of Russian crab purchased by global buyers versus official Russian harvest figures, pirated king crab totaled nearly 100 million pounds in 2013, accounting for 40 percent of the world market.

Mark Gleason, executive director of the trade group Alaska Bering Sea Crabbers, was thrilled with the U.S./Russia agreement.

“The fact that there has been a formal acknowledgement between the U.S. and Russia that illegal fishing is a problem, and it is an issue that is worthy of cooperation between our two countries – it is unprecedented, and a very welcome change,” Gleason said, adding that it is hard to put a number on Alaska’s fishing losses from the criminal activity.

“If we’ve lost $600 million because of decreased ex-vessel prices, then obviously the fishing-dependent communities have also lost millions in taxes and landing revenues. So it’s not just an issue that impacts crab harvesters. It hurts communities, the State of Alaska and frankly, it impacts the legal Russian producers because we all are competing in the same markets. There’s a lot of pain to go around.”
