On May 18, the Gloucester Times reported that, though there were misdeeds perpetrated by members and staff of the National Oceanic and Atmospheric Administration that those members "would not be punished or sanctioned in any way."
I have serious questions!
How did these members of NOAA get into the position of being able to levy and collect fines with such impunity?
Power and responsibility was given to this organization. What qualifications (educational, life experience, etc.) did its members possess that merited such trust?
It seems that few people with a thorough understanding of the fishing industry were ever consulted on a consistent basis. From what I heard, it seems that the very lack of knowledge was an important criteria.
