April 16, 2015 — Department of Marine Resources Commissioner Patrick Keliher has revoked all the commercial fishing licenses held by Lucas Lemoine, a 33-year-old scallop fisherman from Swans Island charged earlier this year with multiple violations of marine resources laws, as a result of a history of violations that goes back almost two decades. The revocation is permanent.
This is the first time a commercial fishing license has been permanently revoked by the DMR commissioner who was given the authority by the Legislature last year.
After an investigation in the pre-dawn hours by Marine Patrol Officers Jeff Turcotte and Brent Chasse and Specialist Sean Dow in March, Lemoine was charged with violating the law that prohibits dragging for scallops in a cable area, dragging for scallops in a closed area, dragging for scallops at night, possession of undersized scallops and operating without navigation lights.
