A federal inspector general's report has found "systemic" problems in the enforcement of the U.S.commercial fishing fleet – especially in the Northeast.
The seven-month investigation took place after years of fish police complaints reached a crescendo, especially in New England, last year.
"In short, we found systemic, nationwide issues adversely affecting (the National Oceanic and Atmospheric Administration's) ability to effectively carry out its mission of regulating the fishing industry," the U.S. Department of Commerce Inspector General report says.
"These issues have contributed significantly to a highly-charged regulatory climate and dysfunctional relationship between NOAA and the fishing industry – particularly in the Northeast Region."
