Gloucester and other New England groundfishermen could be forgiven for wondering if they have been cast into the world of Alice-in-Wonderland’s "Through the Looking Glass" — where nothing makes sense and logic has been turned upside down.
How else can one explain the conclusions of a report that, by all counts, appears to paint things as the opposite of what they are?
A majority of them have been regulated out of existence over the past decade — with rules limiting them to as little as three weeks of fishing in an entire year, the industry is less than 40 percent what it once was.
