On the same day federal fishery operatives executed a public relations campaign to create the impression the Gloucester Seafood Display Auction was being closed for 10 days, an Inspector General released his plan to investigate law enforcement practices — a probe stemming in large part from the auction case.
In a Friday memo sent to Jane Lubchenco, who heads the National Oceanic and Atmospheric Administration, Todd Zinser, Inspector General for the Department of Commerce, said he was responding to her request for "a nationwide" review of policies and practices of NOAA’s investigatory and litigation offices.
But in a telephone interview yesterday, Lisa Allen, IG’s chief of staff, advised against reading the "nationwide" reference literally.
