After a six-month national investigation that started in Gloucester and New England, a federal Inspector General's report released today cites major problems in the way the National Oceanic and Atmospheric Administration has enforced fishery conservation laws over the fishing industry.
"We found systemic, nationwide issues adversely affecting NOAA's ability to effectively carry out its mission," wrote the Office of Inspector General of the Department of Commerce. "These issues have contributed significantly to a highly charged regulatory climate and dysfunctional relationship between NOAA and the fishing industry — particularly in the Northeast."
If not addressed, the IG's office advised, even further strains in the region could occur and spread.
NOAA was told to exert "substantially greater management and oversight" over the regional law enforcement operations.
