The latest federal scallop fishery rules have turned the American dream of a South Vietnamese Army veteran and now a U.S. fisherman and vessel owner, into a nightmare.
Two former fishermen who recently visited 57-year-old Hoang Trang aboard his 77-foot steel scalloper, Nha Trang, docked at the Jodrey State Fish Pier, know what being in this man's boots is like.
Trang's dream began in 1990 after he and wife, Nha, for whom the vessel is named, and three of their five children emigrated from Vietnam to Chester, Pa. Their other two children were later born in America. "My dream was buy house in five years and then buy boat in five years," Trang explained in his broken English.
