‘We need to fish’ New Bedford fishermen tell toll of shutdown

January 28, 2019 — Many things fell into place Friday that led to the government reopening, including the words of a New Bedford scalloper in the nation’s capital.

Capt. Jack Morris, director of operations for FV Holdings LLC, spoke on a panel conducted by the U.S. Chamber of Commerce as the shutdown prevented one of his vessels from fishing.

“We’re bleeding,” Morris said. “We need to go fishing.”

Hours later, President Donald Trump announced a deal had been struck to reopen the government through Feb. 15.

The shutdown didn’t allow Morris to transfer a license from an out-of-service vessel to a new one.

“It’s a simple application that’s done all the time, and it’s sitting on the desk of the permit office in Gloucester,” Morris said. “There’s nobody at that desk. It’s empty.”

New Bedford Fishing Captains Discuss Impacts of Shutdown

January 28, 2019 — Jack Morris and Justin Dube, scallop boat captains fishing out of New Bedford, Massachusetts, shared with Saving Seafood how the recent federal government shutdown negatively affected their businesses.

Capts. Morris and Dube discussed how the closure of NOAA offices prevented them from getting necessary permits from the agency for their scallop fishing vessels. Without these permits, they were unable to fish during the shutdown, negatively impacting their livelihoods and those of their crews.

The captains were in Washington for a Chamber of Commerce event where people from around the country shared how they were negatively affected by the 35-day shutdown.

New England Fisherman to Share Shutdown Experience on U.S. Chamber of Commerce Panel

January 24, 2019 – WASHINGTON – A New Bedford fishing captain will share how he has been impacted by the federal government shutdown as part of a U.S. Chamber of Commerce panel tomorrow in Washington.

Captain Jack Morris will take part in “Day 35: The Real Economic Impact of the Government Shutdown,” hosted by the Chamber of Commerce Foundation. The event will “[bring] real people to Washington to talk about the real hardships the shutdown is causing in all 50 states.” It will feature “owners of small businesses that are suffering in communities across the country, as well as representatives of companies that are stepping up to help federal workers at a time of deep and prolonged need.”

The impact of the government shutdown on the fishing industry was part of a recent Washington Post report on the shutdown.

The handful of exempt NOAA officials currently working are doing their best to keep the agency functioning. Sen. Dan Sullivan (R-Alaska) complimented the “outstanding work” of Chris Oliver, NOAA assistant administrator for the National Marine Fisheries Service, in keeping Alaska fisheries in business. Mr. Oliver tapped funds the agency had collected from the industry to bring some employees back from furlough.

But there are not enough staff working to address everyone’s needs. John Lees, a scallop vessel owner on whose vessels Captain Morris works, discussed how the closure of NOAA offices has prevented him from catching up to $1.5 million worth of seafood. “All we’re looking for now is for NOAA to just assign a number. That’s it,” Mr. Lees told the Post, when describing how the shutdown has prevented him from completing the necessary paperwork to transfer required fishing permits to his new boat. Without those permits, Mr. Lees’ vessel will remain unable to fish.

The shutdown: How the furloughs affect federal fisheries

January 23, 2019 — When the staff of the New England Fishery Management Council returned to their offices following the winter holiday break to a partial shutdown of the federal government, there was cause for concern, but no alarms were set off.

“We were OK at first,” said Janice Plante, the council’s public affairs officer. “We were plugging along post-holidays, doing what we could without being in touch with our federal partners. There’s always plenty to do to start a new year.”

Then the calendar alerts began popping up, signifying that the days ahead were about to become a lot more difficult for the staff.

“The deeper we’ve gone into [the shutdown],” said Plante, “the more challenging it has become for all of us.”

President Donald Trump refuses to sign any fiscal 2019 appropriations bills that do not include $5.6 billion for the construction of his campaign-promised wall on the U.S.-Mexico border, and Democratic leaders refuse to sign off on any new bill that includes funds for the wall.

The stalemate has led to an estimated 800,000 federal workers furloughed or forced to work without pay. NOAA employees, working under the Department of Commerce, involved in the regulation of commercial fisheries and stationed in the regional fishery science centers fall under the furloughed category.

As many industries get shutdown relief, those without political clout feel left behind

January 21, 2019 — In the chaotic landscape of the partial federal shutdown, some constituencies have gotten speedy relief and attention from federal officials — while others are still trying to get in the door.

In some cases, even players within the same industry find themselves in starkly different predicaments.

When the shutdown began, members of Alaska’s congressional delegation said they made it clear that it was imperative that the National Oceanic and Atmospheric Administration’s National Marine Fisheries Service keep enough managers on the job. Without the inspections the NOAA staff perform, boat operators would not be able to head out to the Bering Sea to catch cod starting Jan. 1 and pollock beginning on Jan. 20.

Chris Oliver, NOAA assistant administrator for the National Marine Fisheries Service — an Alaskan himself — tapped funds the agency had collected from industry to keep some employees at work over the past month and brought at least a couple back from furlough this month, according to several individuals briefed on the matter.

Sen. Dan Sullivan (R-Alaska) credited Oliver’s “outstanding work” for keeping the fisheries in business.

“Since holiday break, my office and I have worked and been in direct communication with a number of Commerce Department officials to ensure that federal fisheries in Alaska opened on time and fishermen were able to gain the necessary approvals and inspections to get out on the water,” Sullivan said in a statement. “This approach is vastly different from the 2013 government shutdown, which delayed Alaska’s lucrative and iconic crab fishery, and the agency’s efforts at mitigating impacts from the lapse in funding should be commended.”

But some fishing operators on the East Coast have yet to receive similar help — leaving their vessels grounded.

John Lees, managing partner of the scallop fishing vessel Madison Kate in New Bedford, Mass., said he was in the final stages of getting NOAA officials to transfer his federal permit from his old boat to his new one last month when the agency closed. Under federal rules, he has until March 31 to catch 134,000 pounds of scallops under certain conditions.

If he cannot sail, he said, he and his crew stand to lose $1.5 million worth of seafood.

“All we’re looking for now is for NOAA to just assign a number. That’s it,” Lees said in an interview, adding that he is working to reach agency officials amid the short staffing and that his assigned quota could now be out of reach. “It’s possible that we won’t be able to do it.”

NOAA spokeswoman Julie Roberts said in an email that agency staffers were working on key matters, despite the shutdown.

“NOAA continues to conduct enforcement activities for the protection of marine fisheries including quota monitoring, observer activities, and regulatory actions to prevent overfishing,” she said. “This is not specific to Alaska.”

Government shutdown costing New Bedford fishing company more than $17,000 a week

January 16, 2019 — The longest government shutdown in U.S. history is beginning to affect the most valuable fishing port in the country.

The partial shutdown reached day 25 on Tuesday, which means many offices within NOAA have been closed for more than three weeks.

“Our shell stock has dwindled because I have one boat in limbo and only one boat that’s fishing,” CEO and President of Nantucket Sound Seafood LLC Allen Rencurrel said. “So we’re definitely feeling the effect of the government shutdown.”

Without an open government, Rencurrel can’t get federal approval for leasing licenses or “tags.” It’s led Nantucket Sound Seafood to only have one vessel to harvest clams in federal waters and one in state waters.

The regulations in state waters are far more restrictive including less quota.

Without receiving approval for leasing, Rencurrel estimated losses exceeding $17,000 a week.

“And that’s the smallest boat in the fleet,” he said.

It’s just one example of the fallout the New Bedford fishing industry is feeling in dealing with the shutdown in Washington. While monitors and observers continue to police quotas, other aspects of the shutdown have crippled production on the waterfront.

“I think the industry would pay them to go in to work for a week. Just to get all the transfers done,” Rencurrel said.

Commercial fishermen stand to lose billions from government shutdown

January 16, 2019 — The government shutdown is jeopardizing jobs and tens of billions of dollars in revenue for the heavily regulated commercial fishing industry, a coalition of groups representing fishermen from Cape Cod to Alaska said Tuesday.

The Commerce Department’s fisheries service has furloughed key employees that help to oversee commercial fishing operation and the quotas handed out to fishermen that need to be in place and enforced before they can enter the water.

Without the oversight, fishing data isn’t collected, and the risk of overfishing becomes a problem. That situation prevents fishermen from working and results in lost catches.

Specifically, a plan worked out between the federal government and anglers to fish for highly prized red snapper in the Gulf of Mexico could be in jeopardy due to the shutdown.

US fishing councils stay open, but hamstrung by shutdown

January 11, 2019 — As the partial shutdown of the US federal government threatens to enter its fourth week, the eight advisory fishery management councils remain open but their activities have been curtailed.

That’s because, as staff for several of the councils explained to Undercurrent News, the grants the councils receive from the federal government have already been allocated, whereas federal agencies, such as the US Agriculture, Commerce and Housing and Urban Development departments remain shuttered because they still require their funding for 2019 to be authorized.

Outrage continues to build as President Donald Trump refuses to sign any fiscal 2019 appropriations bills that don’t include $5.6 billion for the building of a wall on the US’ southern border. In addition to reports of trash not being picked up in national parks, the National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisheries Service (NMFS) isn’t doing the required inspections of scales for weighing fish on boats or monitoring equipment. Special permits that some boats need are not being issued.

US House Democrats file bills to stop offshore drilling, exploration

January 10, 2019 — House Democrats on Tuesday, 8 January, introduced a series of bills that would block the Trump administration from permitting offshore drilling in various regions of the U.S. exclusive economic zone.

Opponents of offshore drilling claim the practice could devastate both the environment and the economies of coastal communities, with the fishing industry particularly at risk.

“President Trump’s dangerous plans for offshore drilling will risk the livelihoods of millions on the Atlantic Coast and in New Jersey,” said U.S. Rep. Frank Pallone Jr., a New Jersey, U.S.A.-based Democrat who chairs the House Energy and Commerce Committee. “An oil spill anywhere along the Atlantic Coast would cause severe environmental damage to fisheries, popular beaches and wildlife. I will work with members of the New Jersey delegation and colleagues in Congress to pass the COAST Anti-Drilling Act and prevent the Trump administration from wreaking havoc on New Jersey’s coastal communities.”

The moves came as the administration plans to release its vision to explore for fuel deposits in U.S. waters. In late November, NOAA Fisheries authorized five companies to use seismic air guns to survey the Atlantic Ocean floor from New Jersey to Florida. The survey results would then be made available to oil and gas companies who would seek drilling permits.

Federal Shutdown Halts Some Environmental Conservation Efforts, Slows Others

January 9, 2019 — Federal researchers in western Massachusetts study ways to protect migrating fish, backyard birds and urban trees. The government shutdown is keeping them home and away from their research.

The researchers work for agencies like the USDA Forest Service and the U.S. Geological Survey.

Curt Griffin heads the UMass Amherst Department of Environmental Conservation, where some of the scientists are based.

“It’s a very, very unfortunate event that our federal colleagues are caught up in this mess,” Griffin said. “And it’s not fair to them. It’s not fair to the public that they provide important services to. So it’s just a very broken system, and they’re caught in the middle.”
