Trump to allow commercial fishing in New England marine monument

May 9, 2025 — President Donald Trump on Friday will sign a proclamation restoring commercial fishing access to a marine national monument off New England, according to a White House official.

The move is aligned with the Trump administration’s efforts to cut regulations it believes are burdensome to businesses and economic activity.

The proclamation will reopen the nearly 5,000-square-mile (13,000-square-kilometer) Northeast Canyons and Seamounts Marine National Monument, which was designated by former President Barack Obama in 2016 to protect species including deep-sea corals, sea turtles and whales.

Trump opened the monument to fishing during his first term in 2020, but that was reversed by former President Joe Biden in 2021.

The decision supports fishing communities, economic activity and jobs, the White House official said.

Trump’s plan to merge ESA offices could be a hard sell

May 7, 2025 — Businessman Howard Lutnick provided a seemingly straightforward answer when a Democratic senator asked him earlier this year whether he was considering moving NOAA Fisheries out of NOAA.

“No,” Lutnick said.

Strictly speaking, Lutnick’s written answer to a question posed by Sen. Maria Cantwell (D-Wash.) still holds up. Since his confirmation as Commerce secretary, Lutnick has not proposed a wholesale relocation of NOAA Fisheries.

But as part of its new fiscal 2026 budget proposal, the Trump administration revived a proposal to move to the Interior Department the NOAA Fisheries office that handles Endangered Species Act and Marine Mammal Protection Act issues.

The partial merger has been floated before, but it’s never gone very far. If the Trump administration is serious about pursuing the idea now, it will confront entrenched bureaucracies, congressional turf conflicts and a lot of very serious questions, former officials and advocacy organization leaders predict.

“It seems consolidating ESA functions would make sense to ensure consistent application of the law,” said Greg Sheehan, former FWS deputy director in the first Trump administration.

Menhaden fishers urge ASMFC to maintain quotas in face of NGO criticism

May 6, 2025 — The Menhaden Fisheries Coalition and six shop stewards representing union fishermen participating in the Chesapeake Bay menhaden fishery are urging the Atlantic States Marine Fisheries Commission (ASMFC) to maintain current allowable catch levels in the face of NGO criticism.

The ASMFC Menhaden Management Board is meeting on 7 May to discuss management of the species. In a letter to the board, members of the UFCW Local 400 union called on board members to listen to fishermen and adopt regulatory practices based on “sound scientific principles” rather than listen to environmental groups that claim the fishery is responsible for declines in other species in the Chesapeake Bay.

Interior Department to Fast-Track Oil, Gas and Mining Projects

May 6, 2025 — The Interior Department said late Wednesday that it would fast-track approvals for projects involving coal, gas, oil and minerals on public lands, arguing that President Trump’s declaration of an energy emergency allowed it to radically reduce lengthy reviews required by the nation’s bedrock environmental laws.

Environmental reviews that typically take a year to complete would be finished in 14 days, administration officials said. More complicated environmental impact statements that usually take two years would be completed in 28 days, they said.

“The United States cannot afford to wait,” Doug Burgum, the Interior secretary, said in a statement.

The shortcuts would apply to projects that increase the production of crude oil, natural gas, critical minerals, uranium, lease condensates, coal, biofuels, geothermal energy, kinetic hydropower and refined petroleum products, according to the department.

Understaffed Western Pacific Fishery Management Council braces for further cuts

May 6, 2025 — The Western Pacific Regional Fishery Management Council (WPFMC) is calling on the U.S. Department of Commerce (DOC) to “address severe funding shortfalls that threaten the future of fisheries management.”

However, the council’s calls are coming at a time when the administration of U.S. President Donald Trump is reportedly planning to slash NOAA’s budget, which funds the council, by 27 percent for the 2026 fiscal year.

Trump administration officially proposes drastic cuts to NOAA, targeting climate-related research

May 5, 2025 — The White House has released its official “skinny budget” for fiscal year 2026, which outlines drastic cuts to NOAA and targets climate-related programs.

“For decades, the biggest complaint about the federal budget was wasteful spending and bloated bureaucracy,” U.S. Office of Management and Budget Director Russ Vought said in a statement. “But, over the last four years, government spending aggressively turned against the American people and trillions of our dollars were used to fund cultural Marxism, radical Green New Scams, and even our own invasion. No agency was spared in the Left’s taxpayer-funded cultural revolution.”

Investigating Shrimp Fraud Is an Urgent Matter on the Gulf Coast

May 1, 2025 — Imagine sitting down for a meal at a restaurant with a view of the ocean. You are on vacation, and the restaurant’s décor includes fishnets, pictures of boats and taxidermied exemplars of the local catch. You order a plate of shrimp, reasonably expecting it to have come from nearby waters.

Way too often it comes from thousands of miles away, Dave Williams told a small crowd at the Louisiana Shrimp Festival on a summer-hot day in New Orleans last fall. “And that’s despicable,” he said.

Mr. Williams is a commercial fisheries scientist who was in New Orleans to shed light on what he considers an epidemic problem: restaurants and festivals misrepresenting imported shrimp as locally caught. In many cases, diners are paying for what they think is more expensive, high-quality wild Gulf shrimp, but is actually an inferior product produced by an aquaculture industry that has a history of labor abuse. A 2020 study by Louisiana State University found two thirds of imported shrimp samples purchased in Baton Rouge contained banned veterinary drugs.

These farm-raised imports from Asia and South America have flooded the U.S. market, depressing prices. Fishing communities along the Gulf Coast have been decimated and livelihoods destroyed in part because the domestic shrimp industry is being pushed to the edge of extinction.

Mr. Williams founded a company, SEAD Consulting, that developed a genetic test to rapidly identify seafood species. He is using the technology to expose restaurants and festivals misrepresenting their seafood offerings, especially shrimp.

As the federal government targets offshore wind, leaders gather in Virginia Beach to discuss industry’s future

May 1, 2025 — Local, national and international leaders in offshore wind have gathered in Virginia Beach this week to discuss how to keep pushing the industry forward.

The International Partnering Forum, hosted by the Oceantic Network, is promoting the far-reaching offshore wind supply chain and celebrating ongoing projects.

That includes Dominion Energy’s 176-turbine wind farm under construction just a few dozen miles away off the coast, which will be the nation’s largest.

“We are positioning Virginia Beach to become one of the main offshore wind energy hubs in this nation,” said Mayor Bobby Dyer. The city is “taking steps to work with other regions and nations to ensure this future success.”

But uncertainty and strong challenges loomed large, as officials frankly discussed President Donald Trump’s efforts to halt offshore wind.

Groundfish season opens on time after NOAA passes emergency catch limits

May 1, 2025 — The fishing season for cod, haddock and flounder started on time Thursday after the National Oceanic and Atmospheric Administration issued emergency regulations this week.

The move came after weeks of delay because of the Trump administration’s cuts to NOAA staff, and controversy over proposed changes to how the agency measures cod populations.

For now, catch limits for these bottom-dwelling fish will remain lower than last season. NOAA said it will delay any decision about the suggested updates to cod fishing regulations until next year.

NOAA takes ‘emergency action’ to open Atlantic cod fishery

April 30, 2025 — NOAA will allow fishermen to harvest cod and other high-value species off the Northeast Atlantic coast beginning May 1, averting what could have been a major disruption to one of the East Coast’s most economically important and environmentally threatened fisheries.

NOAA issued “a temporary rule for an emergency action” Tuesday allowing what’s known as the Northeast Multispecies fishery to open on schedule, even though new regulations governing the management of certain species are not yet in place.

“This action ensures the fishery can continue without interruption,” the agency said in a notice.
