The Gulf of Maine Research Institute in Portland has won a $1.4 million federal grant to help ease the transition of the state's groundfish industry to a controversial new management plan, says Maine Sen. Olympia Snowe.
The grant, from the National Oceanic and Atmospheric Administration's National Marine Fisheries Service, is intended to help fishermen transition to so-called "sector management", in which groups of fishermen, called sectors, are assigned fish quotas which they can divvy up among themselves.
