Jimmy Hull has been fishing off the Florida coast for four decades.
He's been selling seafood in his Ormond Beach shop for more than 30 years.
And he's never seen the fight over what he can and can't fish this bad.
He's not alone either.
On Wednesday, he and about two dozen other local fishermen will join thousands of fellow fishermen on the steps of the Capitol.
They're hoping to get change in the Magnuson-Stevens Act, which regulates the management of the fishing grounds.
"The act is being used as a weapon to destroy the fishing industry," Hull said.
"Fishermen have been zipped out of the fisheries management process and the federal fisheries management process," said Nils Stolpe, rally organizer.
